Attending on behalf of the Vietnam Sea and Islands Administration were Director Nguyen Duc Toan, Deputy Director Truong Duc Tri, and leaders of units under the Administration.
On the Japanese side, there were Secretary-General of the Secretariat for National Ocean Policy of Japan MIYAZAWA Koi-chi, First Secretary of the Embassy of Japan MON-JI Yui-chi; advisory members of the Secretariat for National Ocean Policy of Japan.
In his opening speech, Director of the Vietnam Administration of Seas and Islands Nguyen Duc Toan affirmed that the 2023 Ocean Policy Dialogue Program is an important activity to implement the Memorandum of Understanding on cooperation in the field of ocean and marine policy between the Ministry of Natural Resources and Environment of Vietnam and the Cabinet Office of Japan, signed on October 8, 2018 during the visit and working session of the Prime Minister of Vietnam to Japan. This is the first direct Dialogue between the Secretariat of Japan's Ocean Policy and the Vietnam Administration of Seas and Islands.
According to Mr. Nguyen Duc Toan, the 21st century is considered the century of the ocean, the action of "reaching out to sea" has become a major trend, an important orientation for all countries with seas and even countries without seas. Like Vietnam, Japan is a maritime country, attaching special importance to the development and implementation of national policies and strategies on the sea. Japan issued the Law on Ocean Policy in 2007 (essentially Japan's Marine Strategy) at the same time as our Party issued Resolution No. 09-NQ/TW on Vietnam's Marine Strategy to 2020. The exchange and sharing of Japan's experiences on marine policies and strategies is of great theoretical and practical significance for Vietnam today.
Mr. Toan hopes that the dialogue is an opportunity for the two sides to exchange views and practices on marine management, specifically policies, strategies, planning, and plans on exploitation, use of resources and protection of the marine environment, and that the dialogue results will contribute to strengthening connections and strongly promoting cooperation between Vietnam and Japan in general, the Ocean Policy Secretariat, the Cabinet Office of Japan and the Department of Seas and Islands, Ministry of Natural Resources and Environment in particular.
Expressing his joy at the organization of the Dialogue program, Secretary General of the Secretariat of the National Ocean Policy of Japan, Mr. MIYAZAWA Koi-chi, said that the dialogue program is very meaningful in 2023 - the year celebrating the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan.
According to Mr. MIYAZAWA Koi-chi, Secretary General of the National Ocean Policy Secretariat, with a long coastline and thousands of islands, Japan has always considered the sustainable use of resources and protection of the marine environment as one of the most important tasks of the country. Accordingly, the Japanese Government has based on the inheritance and effective use of resources to build a strategy for marine and ocean management policies for many years.
Mr. MIYAZAWA Koi-chi hopes that through today's dialogue program, the two sides will propose cooperation and coordination proposals on marine economy between the Vietnam Administration of Seas and Islands and the Ocean Policy Secretariat in the coming time.
At the dialogue program, delegates heard reports such as: Overview of Vietnam's maritime policies, laws and marine economic development; some difficulties and obstacles in assigning marine areas, especially assigning marine areas for investigation and survey of offshore wind power; some issues on controlling, preventing and reducing marine environmental pollution; overview of Japan's marine management policies; experience in blue marine economy in Japan; Japan's offshore wind power promotion policy; Japan's experience in preventing, detecting, handling marine pollution and protecting marine ecosystems; update on the implementation of Japan's blue marine economy.
At the same time, focus on discussing and sharing experiences in marine management, marine economy, marine environment, especially on cooperation orientation between the two sides until 2025 and vision to 2030.
