15th Vietnam - India Defense Policy Dialogue

On the afternoon of November 10, at the headquarters of the Ministry of National Defense (Hanoi), the 15th Vietnam - India Defense Policy Dialogue took place.

Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense of Vietnam, and Mr. Rajesh Kumar Singh, Secretary of Defense of India, chaired the dialogue.

At the dialogue, Senior Lieutenant General Hoang Xuan Chien emphasized that over the past time, the traditional friendship between Vietnam and India has been continuously strengthened and developed.

In particular, since the two countries upgraded their bilateral relations to Comprehensive Strategic Partnership in 2016, cooperation between the two countries has become increasingly substantive and effective in all pillars, especially in politics - diplomacy, defense - security.

At the dialogue, the two sides exchanged views on the world and regional situation and issues of mutual concern.

Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; and is ready to cooperate with countries and international organizations for peace, cooperation and development.

Vietnam persists in its "four no's" defense policy; advocates resolving all disputes and disagreements in the East Sea by peaceful means on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); and complies with the Declaration on the Conduct of Parties in the East Sea (DOC),...

Based on signed documents, agreements and directions from senior leaders of the two countries and the two Ministries of National Defense, Vietnam - India defense cooperation has been actively and effectively implemented in many fields in recent times, notably: Exchange of delegations and contacts at all levels, especially at high levels; mechanisms for dialogue, consultation, and exchange of young officers; training; cooperation between armies and arms, etc.

Regarding the direction of cooperation in the coming time, Senior Lieutenant General Hoang Xuan Chien suggested that the two sides continue to closely coordinate to promote the following contents: Increase the exchange of delegations at all levels, especially high-level delegations; regularly maintain dialogue and consultation mechanisms; strengthen cooperation in training, UN peacekeeping, defense industry, etc.

Senior Lieutenant General Hoang Xuan Chien affirmed that the Vietnamese Ministry of National Defense always supports India in strengthening defense cooperation with ASEAN countries, especially within the framework of the ASEAN Defense Ministers Meeting Plus (ADMM+).

He hoped that the two sides would continue to strengthen coordination at multilateral forums, especially ASEAN-led frameworks, and support and participate in multilateral activities organized by each side.

On this occasion, Senior Lieutenant General Hoang Xuan Chien respectfully invited the delegation of the Indian Ministry of Defense and Indian businesses to attend the 3rd Vietnam International Defense Exhibition scheduled to be held at the end of 2026.

At the dialogue, Mr. Rajesh Kumar Singh deeply shared about the loss and damage of people and property in the recent storms in Central Vietnam.

At the same time, he also thanked the Vietnamese Ministry of National Defense for the respectful and thoughtful reception of the Indian Defense Ministry delegation.

Mr. Rajesh Kumar Singh affirmed that defense cooperation is one of the important pillars in the relationship between the two countries, spanning many areas such as: peacekeeping, professional exchange; training, and defense industry education.
