
At the conference, ward leaders disseminated information on the purpose, significance, and importance of the project; State regulations related to compensation, support, and resettlement; the plan and progress of land clearance work; and the proposed resettlement area for eligible cases.
According to Dang Hoang Linh, Director of the Thanh Xuan Ward Infrastructure Investment Project Management Board, the Ring Road 2.5 construction project is a key transportation project of Hanoi city, playing a role in connecting central areas with major traffic arteries, contributing to reducing traffic congestion, urban beautification, and promoting local socio -economic development.
The section from Nguy Nhu Kon Tum Street to Nguyen Trai Street is nearly 1 km long and has a planned width of approximately 40 m. This section plays a crucial role in connecting all the remaining sections of the Ring Road 2.5, involving 482 land plots, approximately 700 households, and 4 organizations with land and assets attached to the land within the acquisition area. The People's Committee of Thanh Xuan Ward is the investor of Component Project 1.3 (land clearance), directly responsible for compensation, support, resettlement, relocation, and restoration of technical infrastructure, with a total budget of over 3,686 billion VND.
After hearing the dissemination of state documents and policies on land clearance, many residents expressed their agreement with the project's implementation plan and requested that the city and local authorities provide appropriate support policies to ensure the legitimate rights of households whose land is being acquired, especially regarding compensation levels, resettlement arrangements, and support for stabilizing their lives and livelihoods.

The opinions and suggestions of the people were directly discussed, answered, and clarified at the meeting by Mr. Nguyen Hong Quan, Vice Chairman of the Thanh Xuan Ward People's Committee and Vice Chairman of the Ward's Compensation, Support, and Resettlement Council.
Speaking to a VNA reporter, Mr. Nguyen Xuan Truong (residing at 28 Nhan Hoa Street) said that his family, along with several other households, have lived for decades on the land inherited from their ancestors. However, they are constantly worried and anxious because their house is located within a planned project that has been "suspended" for too long, preventing his family from investing in renovations, repairs, or developing a long-term, stable business.
According to Mr. Truong, in the context of rising real estate prices in Hanoi, the current compensation rates are significantly lower than market prices, causing many difficulties for households with multiple generations living together. He suggested that relevant authorities and agencies implement appropriate compensation and support policies, in line with the principle of "new housing equal to or better than the old housing," so that people can stabilize their lives as soon as possible.
Sharing the same sentiment, Ms. Do Thi Quynh Nga, a resident of Nhan Hoa Street, believes that land reclamation not only affects their homes but also directly impacts the livelihoods of households that both live and conduct business there. She hopes that compensation, support, and resettlement will be carried out publicly, transparently, and in line with actual market prices, ensuring legitimate rights so that people can confidently hand over the land, creating favorable conditions for the project to be implemented on schedule.
“We fully support the city’s major policies for the common good, but we hope that all levels and sectors will understand the feelings and circumstances of the people whose land is being expropriated so that they can provide fair compensation and help us minimize our losses. For the past few months, everyone has been anxious, worrying about where to live in the future, not knowing where we will go, and how much compensation the State will give us compared to market prices, while the Lunar New Year is fast approaching,” Ms. Nga expressed.

Concluding the conference, the Party Secretary and Chairman of the People's Council of Thanh Xuan Ward, Nguyen Huy Cuong, emphasized that investing in and completing the transportation system, including the Ring Road 2.5, is a crucial task to reduce traffic congestion, improve commuting conditions, and enhance the quality of life for Hanoi residents. During the land clearance process, the ward is committed to adhering to policies and laws, ensuring transparency and openness; guaranteeing the full rights and legitimate interests of the people, with particular attention to temporary housing, resettlement, and social welfare policies.
Accordingly, households and individuals whose land is expropriated will be compensated for the land and assets on the land according to regulations; supported in stabilizing their lives and production; supported in renting temporary housing while waiting for new housing arrangements (if any); given the opportunity to engage in dialogue and receive clear explanations about the compensation, support, and resettlement plan; and guaranteed the right to petition and provide feedback for consideration and resolution by relevant authorities.
The leaders of Thanh Xuan ward have identified 2026 as the year to focus intensely on land clearance for the Ring Road 2.5 Project, considering it a key political task and mobilizing the entire political system; strengthening propaganda, persuasion, and direct dialogue with the people; and promptly addressing any arising issues to prevent prolonged complaints.
According to the Hanoi Department of Construction, the Ring Road 2.5 has a total length of 19.41 km, with a cross-section of 40-50 m. Its starting point intersects with the Thanh Tri Bridge access road, and its end point is in Phu Thuong ward. The entire route is divided into 13 sections, of which 7.6 km have been invested in, 9.36 km are under construction, and 2.45 km remain unstudied.
Upon completion, the 2.5 Ring Road will serve as a vital transportation artery, connecting inner-city areas from Phu Thuong to Linh Nam, helping to alleviate pressure on Ring Roads 2 and 3, while simultaneously creating momentum for socio-economic development and improving the urban landscape of the capital city.
The biggest challenge currently is land clearance for the 5 sections under construction and the 3 sections yet to be started. In the context of Hanoi's rapid urbanization, the 2.5 Ring Road is identified as a key project to create a breakthrough in infrastructure and reduce traffic congestion, one of the city's priority tasks.
Recently, presiding over a meeting to resolve project obstacles, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc emphasized that this is a key project of significant importance to the development of the capital city and the lives of its people; he also requested the mobilization of the entire political system, increased propaganda and persuasion efforts to gain public consensus and support, and ensure the project's progress.
