According to an announcement from the Police Department of the United Nations Peacekeeping Operations Bureau, Vietnam's Peacekeeping Police Unit No. 1 (VNFPU1) under the Ministry of Public Security has officially been approved to be upgraded from Level 2 to Level 3 in the United Nations Capacity Readiness System (PCRS).
The official upgrade of VNFPU1 to Level 3 in the United Nations' Capacity Readiness System is not only a technical achievement but also carries profound strategic significance, affirming the increasingly prominent role of the Vietnamese police force in the global peacekeeping architecture.
According to the United Nations' assessment, the unit fully met the criteria regarding organization, personnel, and command and staff; and demonstrated practical operational capabilities through on-site assessments and inspections conducted by the United Nations.
Equipment, technical facilities, logistical and medical self-sufficiency, communication capabilities, and training all meet international standards and are closely aligned with the mission environment.
More importantly, Level 3 forces have been uniformly trained according to mission scenarios, are capable of coordinating and handling complex situations, and strictly adhere to United Nations principles and regulations.
Strategically, achieving PCRS Level 3 demonstrates Vietnam's strong commitment and high credibility in participating in peacekeeping operations. This is considered a "decisive stepping stone" for the unit to move towards practical deployment, while affirming the professionalism, discipline, and international integration capabilities of the participating force.
For the peacekeeping forces of the Ministry of Public Security, achieving Level 3 reflects the maturity of Vietnam's thinking and approach to participating in peacekeeping: from "participation" to "substantive contribution".
Under the direction of the Ministry of Public Security, the Peacekeeping Police Unit has been built in a modern, internationally standardized direction, focusing on three pillars simultaneously: professional competence, political integrity, and humanistic qualities.

Training programs focus not only on technical skills but also emphasize community communication skills, handling gender-sensitive situations, and protecting vulnerable groups – increasingly core requirements in modern peacekeeping operations.
From a foreign policy perspective, Level 3 gives Vietnam's 1st Peacekeeping Police Unit a more proactive position in the United Nations' force allocation mechanism, expanding its ability to be selected for early deployment to hotspots.
This means that the voice and experience of the Vietnamese police force have more room to spread, directly contributing to regional security stability and strengthening the rule of law in the host countries. At the same time, this is also an important channel for learning international practices, enhancing domestic capacity, and promoting bilateral and multilateral cooperation on security.
This achievement is a source of pride for the People's Public Security Force and a vivid testament to Vietnam's long-standing commitment to peace, stability, and international cooperation – core values in a world still fraught with change.
