The new Bac Yen commune was formed from the merger of Bac Yen town and Phieng Ban, Hong Ngai and Song Pe communes. The commune has an area of 195.23 ^km2 , with 27 villages and sub-regions.

Ta Xua commune is a highland commune, region III, with a natural area of 233.67 ^km2 , with a population of 11,199 people, including 13 villages, spread over a complex terrain, with 99.87% of Mong ethnic group; the poverty rate is 37.73%; near-poor households are 19.77%.

At the meeting, the People's Committees of the communes reported on the general implementation of tasks in 2025; directed the implementation of key tasks in the last two months of 2025 and the implementation plan for 2026; and results of public investment disbursement.

The communes proposed to the Provincial People's Committee and the provincial departments and branches a number of contents such as: Early completion of regulations on job positions of commune-level agencies and organizations; regulations on the framework of standards for each job position as a basis for management, recruitment, use, evaluation, training, fostering and policy implementation, especially the addition of job positions related to digital transformation, requirements on scientific and technical qualifications. Propose that the Provincial People's Committee consider adjusting Decision 1820/QD-UBND allowing Ta Xua commune to develop a general rural planning from the period 2029 - 2030 to 2026 to update the general tourism planning of Ta Xua and neighboring areas in accordance with the local practical situation and arrange funds for the commune to implement detailed planning of a number of sub-zones serving tourism development; Early upgrade of Highway 112, Bac Yen - Ta Xua section, firstly propose installing protective railings in section 10 - km11, there is a deep abyss but no protective railings, very dangerous; propose Son La and Lao Cai provinces to propose the Government and the Ministry of Construction to upgrade Provincial Road 112 into a national highway connecting the two provinces of Son La and Lao Cai; Review and approve the road connecting the center of Hang Dong commune (old) to the center of Suoi To commune; arrange funding to upgrade the road from the current center of Ta Xua commune to the center of Hang Dong commune (old), the roads to the villages, and the production area.

In addition, the communes also proposed that the province support the implementation of the process of recognizing provincial-level tourist areas and recognizing them as scenic spots for: U Bo Peak and Devil's Triangle; Dinosaur's Back; Ta Xua waterfall chain and terraced fields; building a dossier to recognize the intangible cultural heritage of the Mong ethnic group's traditional New Year; allocating funding to support and guide the construction of 2-3 community tourism villages; including in the provincial planning a domestic waste treatment plant in Ta Xua. Early allocation of funding to establish a project to build a domestic waste treatment plant in rural areas or have a mechanism for the commune to attract private investment in investing in the construction of a waste treatment plant associated with a plastic waste recycling plant; additional funding (in the annual budget estimate or targeted additional allocation) for the commune to equip, purchase, upgrade and supplement equipment and machinery for digital transformation and perform professional tasks; Pay attention to investing in phone signals in mountainous areas with weak phone signals ...
