The conference heard the announcement of the Party Central Committee Secretariat's Decision on comrade Pham Quang Ngoc's resignation from the position of Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, transfer to participate in the Executive Committee, Standing Committee and appointment to hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term.

Congratulating comrade Pham Quang Ngoc on being entrusted by the Secretariat to hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee, Deputy Head of the Central Organizing Committee Nguyen Quang Duong emphasized: Comrade Pham Quang Ngoc was born in Ninh Binh and has held many positions. With his knowledge and experience from his work, courage, capacity and good qualities, the new Deputy Secretary of the Hung Yen Provincial Party Committee, together with the leaders of Hung Yen province, will quickly approach the work and carry out the tasks well. The Deputy Head of the Central Organizing Committee hopes that the leaders of the province, all levels and sectors will unite, coordinate, share and support Mr. Pham Quang Ngoc to perform well the assigned tasks.

Speaking at the ceremony to receive the assignment, Deputy Secretary of Hung Yen Provincial Party Committee Pham Quang Ngoc said that he was deeply aware that the new position was an honor and at the same time a responsibility to the Politburo , the Secretariat, the Party Committee, the government and the people of Hung Yen province; he affirmed that he would continue to practice, learn, and make determined efforts to successfully complete the assigned tasks. On the same morning (November 11), at the headquarters of Nghe An Provincial Party Committee, the Central Organizing Committee announced the decision to transfer Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hung Yen province Nguyen Khac Than to join the Executive Committee, Standing Committee, holding the position of Secretary of Nghe An Provincial Party Committee for the 2025 - 2030 term.
