At the Conference, Comrade Phung Kim Son directed the collective and individuals representing the Provincial Party Standing Committee to directly evaluate and classify in 2025 in Ta Khoa commune and Chieng Sung commune to strictly follow the regulations, instructions, and implement the work of self-criticism and criticism in 2025 to ensure the correct procedures and contents according to the regulations and instructions of the Central Committee and the Provincial Party Committee and to implement a number of key contents according to Regulation 55 of the Provincial Party Committee :
- Firstly : The review process must ensure seriousness, substance, democracy, objectivity, effectiveness, and practicality according to the regulations and instructions of competent authorities . In reviewing the collective and individual members of the Party Committee Standing Committee, especially the Party Committee Secretary, they must be honest, straightforward, and united . Pay attention to participating and giving comments on limitations and weaknesses to find ways to overcome them . The collective review report must closely follow the program, annual work plan, and results of the implementation of the Party Committee's political tasks . Review deeply, correctly assess the advantages, especially point out the limitations, weaknesses, and shortcomings to clearly identify the responsibilities of the collective and individuals involved . It should be noted that , according to regulations, for newly established places, the assessment and classification are based on the results of performing functions and tasks from the time of establishment to the time of assessment and classification. Therefore , the review content of the Party Committee Standing Committee will focus on reviewing the results of leadership and direction in implementing political tasks of the Party Committee from the time of establishment on July 1, 2025 to present. For individual members of the Party Committee Standing Committee, they will conduct a full review of the process of implementing tasks during the year according to each time frame ;
- Second : Regarding the quality classification of implementation after Review and classify the quality of the Party Committee Standing Committee according to Appendix 1.3, Regulation No. 55-QD/TU of the Provincial Party Committee Standing Committee. Voting to propose evaluation and classification of Party Committee Secretaries under the direct evaluation of the Provincial Party Committee Standing Committee and voting to evaluate and classify comrades authorized by the Provincial Party Committee Standing Committee to evaluate. Note that in the evaluation and classification, comrades are requested to strictly implement the regulations: The number of collectives and individuals classified as "Excellently completing tasks" must not exceed 20% of the total number of collectives and individuals classified as "Goodly completing tasks" according to subjects with similar positions, roles, functions and tasks. In case an organization, agency or unit has outstanding achievements, creates positive changes, completes assigned tasks ahead of schedule, brings practical value and efficiency in organization and implementation, the competent authority shall decide on the rate of excellent task completion for the collective and individuals under its management, not exceeding 25% of the total number of collectives and individuals classified as "Completing tasks well" ; the classification level of the head must not be higher than the classification level of the collective leadership, management, organization, agency or unit that he/she heads.
