Speaking at the opening of the Session, Comrade Giang Pao My - Member of the Party Central Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation emphasized that the thirty-fourth Session - the regular session at the end of the year has a particularly important meaning, comprehensively assessing the results of the implementation of tasks in 2025 and the entire period of 2021 - 2025; reviewing and deciding on many major contents, creating a foundation for the development orientation of the province in the coming period, especially the period of 2026 - 2030. At the same time, at the Session, the Provincial People's Council will review, consolidate, elect additional Vice Chairmen of the Provincial People's Council and dismiss the duties of Provincial People's Council delegates.
This is a session with a very large workload, therefore, the Chairman of the Provincial People's Council requested that the Provincial People's Council delegates uphold the spirit of responsibility, promote democracy and intelligence; closely follow the regulations and instructions of the Government , ministries, branches and the practical situation of the locality to discuss and decide on the contents of the session to ensure effectiveness and compliance with regulations. Immediately after the opening speech, the Provincial People's Council delegates proceeded to elect an additional Vice Chairman of the Provincial People's Council. At the meeting, the Chairman of the meeting presented a report on the introduction of personnel to elect Vice Chairman of the People's Council of Lai Chau province, term XV, term 2021 - 2026 for comrade Tan Thi Que - Member of the Provincial Party Standing Committee, Head of the Ethnic Affairs Committee of the Provincial People's Council.
With high confidence, comrade Tan Thi Que was elected as Vice Chairman of the Provincial People's Council for the 2021 - 2026 term with a high percentage of votes. 100% of delegates attending the Session passed the Resolution confirming the election results for the position of Vice Chairman of the People's Council of Lai Chau province, term XV, term 2021 - 2026.
Immediately afterwards, the new Vice Chairman of the Provincial People's Council participated in chairing the thirty-fourth session of the 15th Lai Chau Provincial People's Council, term 2021 - 2026.
Speaking at the meeting, the new Vice Chairwoman of the Provincial People's Council, Tan Thi Que, thanked the Standing Committee of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee for their attention, support and facilitation. At the meeting, comrade Ha Quang Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, on behalf of the Provincial People's Committee, presented the Report on the implementation of the socio-economic development plan, ensuring national defense and security in 2025; the plan for 2026. Accordingly, in 2025, the socio-economic situation of the province continued to maintain growth momentum and achieved many positive results. The GRDP growth rate is estimated at 8.2%, exceeding the assigned target; of which industry - construction increased by 11.78%, services increased by 7.2%, agriculture - forestry - fishery increased by 4.9%. The average gross domestic product per capita reached 65.5 million VND.
The province continued to develop concentrated commodity production areas, with food output reaching 226 thousand tons; fresh tea output reaching over 70 thousand tons; fruit trees over 50 thousand tons; aquaculture area reaching 1,034 hectares, output 4,000 tons. Industry continued to maintain high growth, production value estimated at 9,503 billion VND; 9 more hydropower plants were completed, raising the total capacity of the province to 3,230 MW. Trade, service and tourism activities recovered strongly; total retail sales of goods reached over 10,200 billion VND; the province welcomed 1.47 million tourists, revenue over 1,205 billion VND. Local budget revenue reached 17,312 billion VND, exceeding 45% of the central budget estimate. Education, health care, culture - society continued to receive attention, social security was ensured; The rate of schools meeting national standards reached nearly 72%; 95% of the population had health insurance; 10,134 workers had jobs; sports movements, cultural and tourism activities were organized enthusiastically and effectively. Political security and social order and safety were maintained; border diplomacy was strengthened; the two-level government system operated stably.
In 2026, the Provincial People's Committee proposed many key groups of tasks, focusing on implementing three strategic breakthroughs; promoting the improvement of the investment and business environment; developing commodity agriculture; accelerating the progress of major traffic projects; effectively implementing national target programs; improving the quality of education, health care and ensuring social security; maintaining national defense and security and strengthening foreign affairs...
