The 14th National Congress of the Communist Party of Vietnam is taking place in the context of the country entering an era of national development, with the goal of becoming a high-middle-income developing country by 2030. Building a team of qualified and capable cadres and civil servants to meet the requirements of national development in this new era is a very important and urgent task. I am very pleased that the Draft Document of the 14th National Congress of the Party continues to implement the strategy of "breakthrough in human resources, especially high-quality human resources linked to science, technology, and innovation..." as set forth at the 13th National Congress of the Party, with the spirit of "doing it strongly, doing it quickly, and doing it thoroughly, because these are the decisive levers for the country's breakthrough." I expect that in the coming time, when implementing the Resolution of the 14th National Congress of the Party, there will be many mechanisms, policies, and solutions to achieve a real breakthrough in human resources, propelling the country rapidly into the new era.

Firstly, improving the quality of the workforce is linked to streamlining the organizational structure. In implementing Resolution No. 18 of the Central Committee on some issues concerning the continued reform and streamlining of the political system's organizational structure for effective and efficient operation, Khanh Hoa continues to review and reorganize in a way that clearly defines functions and tasks, eliminates overlaps; and restructures the workforce according to job positions, ensuring "the right person for the right job," overcoming the egalitarian mindset. This is linked to the two-tiered local government model and a shift in thinking from administrative management to development-oriented approaches.

Secondly, we need to innovate recruitment and evaluation in a substantive way. Recruitment should be competitive, transparent, and attract high-quality human resources. Evaluation should be quantitative, linked to specific results, and based on the level of completion, overcoming favoritism and formality.

Thirdly, training should be linked to digital transformation and integration. It should be practical, relevant to job positions, and focus on digital skills, modern management, and policy analysis. Priority should be given to training leaders at all levels and grassroots officials, especially at the commune level.

Fourth, tighten administrative discipline and order, coupled with building a public service culture that is professional, honest, and prioritizes the satisfaction of the people as the goal of service.

Fifth, strengthen the role of the leader. In the context of stronger decentralization and delegation of power in the spirit of the 14th Party Congress, the leader must truly be at the center, emphasizing the responsibility of setting an example and being accountable in management and evaluating cadres.

President Ho Chi Minh once affirmed: "Cadres are the foundation of all work" and "The success or failure of all endeavors depends on whether the cadres are good or bad." With comprehensive solutions, Khanh Hoa strives to build a team of cadres and civil servants with strong character, high capabilities, and a professional style, contributing to realizing the nation's aspirations for progress and the goals set forth by the 14th National Congress.
