Accompanying the private economy to make a breakthrough

First of all, the province proactively raises awareness of the position and role of the private economy in general development by thoroughly disseminating the policies and resolutions of the Central and the province to all levels, sectors, cadres and party members. This aims to create a high consensus in society on the importance of this economic sector.

Communication work has been strongly implemented, contributing to spreading the message of supporting businesses. Provincial newspapers, radio and television have focused on producing special topics and news articles related to the topics of businesses, Quang Ninh entrepreneurs, administrative reform, etc. Hundreds of news and articles on the private economy have been posted on the infrastructure from July 2025 to present. The province's policies and guidelines related to the private economy have also been posted promptly on the province's electronic information portal and the component information portals of departments, branches and sectors. This helps businesses easily access information and policies.

One of the important highlights in supporting the promotion of private economic development is the drastic reform of administrative procedures, reducing the time for processing documents and expanding online public services...

The province currently has 2,238 administrative procedures (TTHC) at two levels (province and commune), of which the province has reduced the time for 1,141 procedures. The total processing time according to the regulations before the reform was 22,927 working days, after the reduction it was 14,844 working days, helping people and businesses to carry out administrative procedures more quickly and neatly. For procedures directly related to production and business, out of a total of 1,029 procedures, 626 procedures were reduced with a total reduction of processing time of 3,288 working days.

The online public service system and the Public Administration Service Center are operated effectively, helping to shorten the time and make the process transparent. The whole province provides 2,163 online public service procedures, of which 1,604 procedures are performed completely online. The rate of online records reaches 97-98% at both the provincial and commune levels. The rate of digitization and electronic results is also high, creating clear convenience for businesses in administrative transactions.

In addition to administrative reform, the province also focuses on improving institutions, protecting ownership rights, property rights, business freedom and fair competition for the private economic sector. The review and final payment of outstanding construction contracts has been directed strongly, and all outstanding debts have been paid, contributing to unlocking resources for businesses participating in projects.

Along with that, Quang Ninh also strengthened market control, strictly handled violations of counterfeit goods, smuggling, and trade fraud. In the first 7 months of 2025, the province handled 90 cases with a total value of seized and processed goods of more than 3.24 billion VND; the amount of administrative fines reached over 1.25 billion VND and the amount of destroyed goods was worth nearly 1.99 billion VND... Thereby helping to protect legitimate businesses and a healthy business environment.

In particular, the province has deployed channels to receive and promptly answer questions from businesses, such as: "Q&A" column at the Economic Zone Management Board, operating the Zalo Official Account of the Department of Finance, "Q&A" column on the province's electronic information portal... to receive and answer business suggestions. Departments and branches also opened columns on component information portals to clarify the response progress and enhance dialogue. This helps shorten the distance between management agencies and businesses, improving the effectiveness of administrative coordination.

The province also focuses on supporting science, technology and intellectual property for organizations, businesses and individuals... The province has approved funding to support organizations, businesses and individuals in science and technology activities (phase 1/2025 with 830 million VND), and at the same time developing an intellectual property program until 2030, creating conditions to support trademark registration, geographical indications... These are all fundamental actions to help private enterprises improve their competitiveness and innovate products.

Along with that, stimulus and promotion programs such as participating in "Vietnam Grand Sale 2025" and encouraging businesses to apply e-commerce are being implemented to connect businesses with consumers, reduce intermediary costs, promote consumption of local products and expand the market for private enterprises.

The province's synchronous efforts have been creating a favorable environment, promoting the sustainable development of the private economic sector, making an important contribution to the province's economic recovery and growth process.
