Linking livelihood support with income criteria, multidimensional poverty reduction
More than 2 years ago, Mr. Le Van Hue's family in Thong Nhat village received a breeding cow worth 8 million VND from the National Target Program for Sustainable Poverty Reduction for the period 2021 - 2025 (abbreviated as the Poverty Reduction Program) as a poor household. Realizing this was an opportunity to improve their employment, Mr. Hue and his wife carefully selected the breeding cow, took care of it and promoted the value of the livestock...

Mr. Hue shared: “With the support of the Poverty Reduction Program, my family has made the most of our efforts, time, and experience to raise breeding cows and have so far sold the third batch of calves, for a total value of more than 30 million VND. This source of income has helped my family have an important foothold to improve the quality of life, rise above poverty and soon escape poverty…”.
With the goal of helping the poor have "fishing rods", from 2021 to now, Dong Kinh commune has supported cows and chickens for 145 poor, near-poor, newly escaped-poverty households, and policy families with difficult circumstances with a total amount of over 2 billion VND. This herd of livestock has contributed to improving jobs, income and helping hundreds of households to become prosperous.

Thanks to the care of the most vulnerable, the employment of the poorest people has improved, so the average income per capita in Dong Kinh commune has now reached nearly 54 million VND/person/year (an increase of nearly 15 million VND compared to 2020), the rate of poor households has decreased to only 2.5%, near-poor households to only 3%; the material and spiritual life of the people has been improved, social security is guaranteed.

Mr. Phan Ba Ninh - Head of Economic Department, Dong Kinh Commune People's Committee assessed: "Benefiting from models of raising cows, raising chickens, training in science and technology, visiting and studying models, vocational training... from the Sustainable Poverty Reduction Program is the "key" to open the door to prosperity and sufficiency for families in difficult circumstances in the area. Good implementation of the above sub-projects also contributes to the good implementation of income criteria (criterion 10), multidimensional poverty (criterion 11), production organization (criterion 13)... in the program of building new rural areas in the area".
Building houses to improve the face of the countryside
In a house that still smells of new paint, Mr. Hoang Van Thanh's family (79 years old, poor household, old house has seriously degraded) in Ich My village, excitedly said: "This house started construction 6 months ago, finished and moved in more than 1 month ago, the total cost was 160 million VND. In addition to the 60 million VND supported, the family has saved 100 million VND to build the house. We are very happy because from now on we will not have to worry when the rainy season comes, we can rest assured to enjoy our old age...".

With the determination to help the poor "settle down", the old localities of Dong Kinh commune have persistently mobilized philanthropists, charitable organizations, large enterprises, children living far from home and made good use of the housing construction policies of the Party and the State. In the past 4 years, the whole commune has built 122 solid houses for poor, near-poor, and disadvantaged households and renovated 37 solidarity houses worth more than 1.5 billion VND under the program of the Central Committee of the Vietnam Fatherland Front.

Mr. Dang Quang Bac - Chairman of the Fatherland Front of Dong Kinh commune said: "Along with the "stimulus" support, we have encouraged and motivated beneficiaries to mobilize maximum resources to build solid houses. During the construction process, we also mobilized union members, association members, and people from all walks of life to help with labor to both strengthen the neighborhood relationship and reduce construction costs."

The solid houses have brought great happiness to the disadvantaged people in Dong Kinh commune and this is also considered a fulcrum for them to "settle down", creating motivation to rise up in life. The significance of the houses also spreads to each residential area, each hamlet because it has contributed to the good implementation of the policy of eliminating dilapidated houses, improving housing criteria (criterion 9), building model residential areas (criterion 20) in building new rural areas and making the rural face increasingly prosperous and beautiful.

Mr. Phan Ba Ninh - Head of Economic Department, Dong Kinh Commune People's Committee affirmed: "Implementing the Poverty Reduction Program has contributed to promoting, supporting and creating interactions to effectively implement the criteria in the New Rural Development Program. In addition, the timely and effective implementation of the Party and State's policies for the poor has also contributed significantly to ensuring social security in the area."
