The plan is based on decisions of the Prime Minister and the Ministry of Agriculture and Environment , aiming to concretize the objectives, tasks, and solutions of the project in accordance with the practical conditions of Dong Nai province.
According to the plan, by 2035, Dong Nai aims to reduce greenhouse gas emissions from agriculture by at least 15% compared to 2020; build a "Low Emission" label for agricultural products; establish at least two pilot models for replication; and build an emissions database connected to the national system.
By 2050, the province's agricultural sector will develop towards low-emission, ecological, and modern production; circular value chain production, application of digital technology , efficient resource utilization, and emission control and offsetting. The goal is to have 100% of key crops grown using sustainable farming practices, complete the digitization of databases, and popularize the "Low Emission" label for key agricultural products.
Key tasks include disseminating information to all citizens about low-emission farming practices through mass media and training sessions; reviewing and adjusting agricultural development plans, land use plans, and environmental protection plans to integrate greenhouse gas emission reduction requirements. Simultaneously, policies and guidelines will be issued to support farmers, cooperatives, and businesses in transitioning to low-emission farming practices.
Develop training programs for provincial and commune-level officials, technicians, and key farmers on: emission-reduction farming techniques, MRV tools, water and nutrient management, byproduct treatment, crop variety conversion, digital technology, and traceability. Promote the application of scientific and technological advancements, new advanced equipment, and digital technology in "low-emission farming" techniques suitable for the province's key crops, focusing on the province's areas.
Select key crops of the province (fruit trees, industrial crops, vegetables) to implement pilot models. Conduct at least two pilot models of crop production with reduced emissions.
Encourage the formation of concentrated production areas, cooperatives, and business linkages to organize production according to low-emission standards and traceability. Support the development and establishment of a market system for low-emission agricultural products; build and manage the "Low Emission" certification mark to enhance value, expand markets, and promote sustainable development and environmental responsibility.
The Provincial People's Committee assigns the Department of Agriculture and Environment to take the lead and coordinate with relevant agencies to implement the plan; advise on the development and issuance of technical guidance documents on emission reduction production in the crop sector; and organize training courses, demonstration models, and technology transfer.
The People's Committees of communes and wards shall develop and issue plans for implementing the Project in accordance with the practical conditions in their localities; direct the review and development of at least one low-emission crop production model for key local crops; and proactively allocate, balance, or propose the integrated use of funds to carry out the tasks.
