According to the Department of Construction of Dong Nai province, Bien Hoa city is a large urban area but currently many cultural institutions (theaters, squares, stadiums, etc.) have not been invested in or have been built but are not commensurate with the scale. Bien Hoa city is suffering from "both lack and weakness" in investing in building cultural institutions to serve the community, the Department of Construction commented.

Therefore, this unit proposed some ideas that can transform, embellish and form the most practical squares, associated with historical sites and vestiges of Bien Hoa, which can embellish and promote cultural values to serve the spirit of the people.

Specifically, renovating the Bien Hoa ancient citadel relic, but ensuring the principle of no intervention, no direct impact on the relic; only focusing on renovating the space and landscape to increase the value of the relic, increase the connection environment, community education , sightseeing, exhibition of pictures, history of the formation of Bien Hoa land.

According to ancient documents, Bien Hoa ancient citadel was built in the 15th year of Gia Long (1816) with the name "Cuu Thanh" and was built of earth. The perimeter of the citadel is 338 truong long, 8 thuoc 5 tac high, 1 truong thick. The surrounding moat is 4 truong wide and 6 thuoc deep. The citadel has 4 gates and a flagpole (in the main hall). Each gate has a stone bridge across the moat for traffic.

In the 18th year of Minh Mang (1837), the Old Citadel was rebuilt with laterite and renamed Bien Hoa Citadel. After many wars and destruction, the Bien Hoa ancient citadel has now shrunk to about 1 hectare, on which three sections of the citadel wall, a watchtower and two French villas remain.

In 2008, Bien Hoa Citadel was ranked as a provincial relic. In 2013, it was recognized as a national relic by the Ministry of Culture, Sports and Tourism.

Although located in the center of Bien Hoa City, according to Thanh Nien reporters, the Bien Hoa ancient citadel relic is almost always closed and very few people come to visit.

As the Department of Construction of Dong Nai province assessed: "It still exists but is quiet and seemingly forgotten in the heart of the city, where we often pass by every day, but few people know that this place marks the formation and development of Bien Hoa for more than 325 years".

In addition to the Bien Hoa ancient citadel relic, the Department of Construction also proposed to renovate another relic into a square, the Song Pho square relic.
