Therefore, the province is urgently carrying out site clearance work, creating the premise for projects to soon reach the finish line.
Key energy projects stuck in land clearance
Dong Nai is a major industrial center of the Southeast region and the whole country, so the demand for electricity is high. In addition, with its strategic location on the industrial and energy development axis of the South, the province has been chosen to implement many important energy projects to meet the needs of local socio -economic development and ensure regional and national energy security.
Notably, two major power projects are underway: Tri An Hydropower Plant with a capacity expansion of 200 MW, Nhon Trach 3 and 4 Power Plants with a capacity of over 1,600 MW. Each project is facing problems with land clearance, affecting the overall progress.
Mr. Pham Hong Phuong, Deputy General Director of Vietnam Electricity Group, said: The Tri An Hydropower Plant Expansion Project started construction in August 2025, but up to now, some items on the progress gantt line such as: water intake area, pressure pipeline, waste dump, 2 ends of Hieu Liem bridge... have not been able to be constructed due to land clearance problems. This has caused the project to temporarily suspend some items, with the risk of being behind schedule according to the province's investment policy decision.
“The Tri An Hydropower Plant Expansion Project has special significance in increasing the capacity of the national power system, especially in the Southern region. Completing it on schedule will contribute to ensuring energy security and promoting the socio-economic development of Dong Nai . Therefore, the group proposes the province to support the completion of site clearance work this November,” Mr. Phuong shared.
For Nhon Trach 3 and 4 Power Plants, power source items are ready for commercial power generation in November and December, but grid projects to release capacity are facing problems with land.

Specifically, the 220kV Nhon Trach 3 line - 500kV Long Thanh station still has 21/87 pole foundation positions that have not been handed over; the 220kV Nhon Trach Industrial Park Transformer Station and connection still has 2 households that have not agreed to receive compensation and hand over more than 8,700 m² of land. In addition, the 220kV Nhon Trach 3 line - My Xuan - Cat Lai branch and the 500kV Nhon Trach 4 line - Phu My - Nha Be branch have not yet had their compensation, support and resettlement plans approved.
Mr. Bui Quang Thanh, Deputy Director of the Southern Power Project Management Board, said: If the site is not handed over this November, the risk of affecting the overall progress is very high. Therefore, Mr. Thanh recommended that the Provincial People's Committee strongly direct localities to promptly complete compensation and site clearance work, create conditions for continuous construction, and ensure the progress of projects according to the plan assigned by the Prime Minister .
The sooner the site is cleared, the better.
The above-mentioned power source and grid projects are of particular importance to the energy sector as well as the socio-economic development of the province. When put into operation, the projects will add a large amount of electricity, contributing to ensuring national energy security, meeting the increasing electricity demand of the southern region, and at the same time supporting the implementation of the commitment to reduce emissions to zero, towards sustainable development. In addition, for Dong Nai alone, the projects, when put into operation, will also create more jobs and contribute significantly to the provincial budget.

Regarding this project, recently, the Prime Minister and the Ministry of Industry and Trade have issued a number of instructions related to progress. Most recently, in Resolution No. 86/NQ-CP dated November 4, 2025, the Government requested the province to urgently complete the clearance and handover of the site for power grid projects to release capacity for Nhon Trach 3 and 4 Power Plants, and the Tri An Hydropower Plant Expansion Project.
One day after the Government issued the above resolution, at a working session with the State Steering Committee for important national programs, works and projects, key to the energy sector, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha requested: Localities urgently remove obstacles, ensure site clearance is completed in November, the spirit is the sooner the better.
Provincial leaders suggest: Investors coordinate closely with the government in propaganda, mobilization and payment to people. At the same time, direct contractors to speed up construction progress when land is available to compensate for the delay in obtaining land. Timely report when difficulties arise to receive support, ensuring the overall progress of national energy projects in the area.
At the Thematic Conference on key tasks and solutions for the last months of 2025 held on November 8, the Provincial People's Committee identified securing land for energy projects as one of the key tasks. For energy projects, the provincial leaders requested departments, branches and localities to focus on removing obstacles in land for power source projects according to the adjusted Power Plan VIII, ensuring electricity supply to serve socio-economic growth. At the same time, strengthen supervision of investors to implement on schedule, urge the Nhon Trach 3 Power Plant Project to be put into commercial operation in November 2025 and Nhon Trach 4 Power Plant in December 2025; Tri An Hydropower Plant to operate in 2027.
