Dong Nai opens up new development opportunities.

On the evening of May 18th, Mr. Phan Chí Hiếu, Chairman of the Law and Justice Committee of the 16th National Assembly, announced the National Assembly's resolution on the establishment of Dong Nai City.

At the announcement ceremony, General Secretary and President To Lam, on behalf of the Party and State leaders, presented the First-Class Labor Order to the Party Committee and government of Dong Nai province .

In his remarks, General Secretary and President To Lam said: "Today, Dong Nai becoming a centrally-governed city marks a new turning point in its development process, opening up new development opportunities for Dong Nai. This is a milestone to be proud of."

There are appropriate policies for Dong Nai to develop.

Dong Nai's transformation into a city opens up a new path and a new space, thus demanding a new vision and higher governance capacity, greater pride, and this pride must translate into greater responsibility towards the people and the country.

General Secretary and President To Lam requested that the Party Committee and government of Dong Nai City set higher aspirations and standards for development to be worthy of its status as a centrally-governed city.

Setting Dong Nai to a higher standard of development, striving to become a dynamic urban center with high competitiveness, and appearing in rankings as a livable, green, clean, and beautiful city, so that it can contribute more to the country, just as Ho Chi Minh City and Hanoi have pioneered.

The General Secretary and President emphasized that the development of Dong Nai City must be for the people. Development is not just about high-rise buildings, but about improving the quality of life. Therefore, it is necessary to build social housing, cultural institutions, hospitals, and care for workers and vulnerable groups... so that people can have increasingly better lives.

"The central government will study and develop appropriate policies to help Dong Nai develop more appropriately. The road ahead is wide open for Dong Nai, but it requires greater and stronger efforts for Dong Nai to make a worthy contribution to the development of the country," he emphasized.

With Long Thanh International Airport as the core

On the afternoon of May 18th, in Dong Nai City, General Secretary and President To Lam and the delegation from the Central Committee of the Party worked with the Standing Committee of the Dong Nai City Party Committee on the implementation of the resolutions of the 14th National Congress of the Party and some key tasks for the coming period.

During the meeting, representatives from the Standing Committee of the Dong Nai City Party Committee frankly pointed out several limitations and bottlenecks hindering development, such as inconsistent and uncoordinated regional planning and management, a lack of long-term vision; and the disparity in development levels making unified governance difficult.

Urban development remains fragmented, with ongoing issues such as planning adjustments, land speculation, and delayed project implementation; Dong Nai's living space has not been exploited to its full potential; transportation, urban, drainage, healthcare, and education infrastructure are under significant pressure; and financial resources are limited compared to the enormous investment needs...; the document also proposes several solutions for development in the coming period.

After listening to the reports and heartfelt exchanges of opinions from the delegates, in his concluding remarks at the working session, General Secretary and President To Lam noted that the greater the opportunities Dong Nai faces, the more it must confront the limitations and bottlenecks hindering its development in order to find stronger, more fundamental, and more effective solutions in the coming period.

The General Secretary and President requested the creation of a new growth model, enabling Dong Nai to transcend the limitations of a traditional industrial center. Dong Nai must develop based on productivity, technology, knowledge content, innovation capacity, and its ripple effect on domestic businesses, rather than relying heavily on industrial land, the number of projects, and cheap labor.

He clearly stated that Long Thanh International Airport should be the nucleus for restructuring the development space.

The city needs to quickly develop a comprehensive plan for the development of Long Thanh Airport, Nhon Trach, and surrounding areas; coordinate with ministries and agencies to ensure the progress of Long Thanh Airport Phase 2, the Bien Hoa - Vung Tau railway, airport connecting routes, and inter-regional infrastructure...

Dong Nai City needs to upgrade its planning and tighten the management of land, resources, and urban areas. Dong Nai's planning must have a long-term vision, be comprehensive, feasible, and capable of leading development, not driven by projects, and not be influenced by local interests or land speculation.

The city needs to reorganize its space towards a multi-centered approach; it must strictly manage land use conversion, auctions, bidding, and compensation for land clearance. Issues related to bauxite, forest land, agricultural and forestry farms, and Cat Tien National Park must be carefully reviewed, harmonizing development, conservation, national defense and security, and the legitimate rights of the people.

Essentially agreeing with Dong Nai's proposals, the General Secretary and President emphasized that Dong Nai should urgently coordinate with relevant agencies to develop a plan and submit it to the Politburo for the issuance of a resolution on the development of Dong Nai City until 2035, with a vision to 2065, to serve as a long-term orientation for the city in the new period.

The Standing Committee of the Dong Nai City Party Committee is urgently directing the development of a comprehensive master plan for the city, focusing on integration, synchronization, ensuring a long-term vision, feasibility, and creating a foundation for a modern, green, smart, and sustainable urban area.

Developing Dong Nai into a key national growth hub.

On behalf of the Standing Committee of the Dong Nai City Party Committee, Mr. Vu Hong Van - Secretary of the City Party Committee - affirmed that the city will focus on overcoming the shortcomings pointed out by the General Secretary, the President, and other delegates in order to soon realize the goal of building and developing Dong Nai City into a "Civilized - Modern - Happy" city; determined to build Dong Nai City into an important growth pole of the nation; a center for economic connectivity, a gateway for international integration in the new era, developing dynamically, civilized, and happy.

Speaking to Tuổi Trẻ newspaper, Mr. Nguyen Kim Long, Permanent Vice Chairman of the People's Committee of Dong Nai City, said that Dong Nai currently has outstanding foundations.

As a locality with all seven modes of transportation, Long Thanh Airport is a particularly important strategic infrastructure.

According to Mr. Long, Dong Nai has received significant investment in strategic infrastructure, notably Long Thanh Airport and a network of expressways, ring roads, and inter-regional railways.

This is the foundation for Dong Nai to develop not only as a typical city, but also to gradually position itself as a new growth pole, a strategic connectivity center for the Southeast region and the entire country.

Regarding solutions for breakthrough development, Mr. Long emphasized that Dong Nai City will focus on building an economic ecosystem around Long Thanh Airport, gradually forming an "airport city" model with logistics, finance, trade, and innovation centers.

At the same time, it opens up new development opportunities, creating conditions for the formation of modern cities, economic corridors, and new growth poles, contributing to enhancing Dong Nai's position in the regional linkage chain and becoming an important growth pole of the nation.

Dong Nai has enormous potential for development and will have the opportunity to make a strong breakthrough when it becomes a centrally-governed city.

The advantage is that this locality has already developed a relatively complete industrial, logistics, and transportation infrastructure to meet the needs of regional and inter-regional development.

This is an advantage that not many localities have as they enter a new stage of development.

Furthermore, as development space expands, Dong Nai will create many opportunities for the private sector, especially in areas with long-term potential such as high-tech industry, high-tech agriculture, logistics, ecotourism, and resort tourism.

With its large land area, multimodal connectivity, and strategic location adjacent to Ho Chi Minh City, Dong Nai has the conditions to develop in a comprehensive, sustainable, and modern direction.

Dong Nai boasts dozens of industrial zones, a national transportation hub (road, waterway, rail, and air), and abundant urban land. The province consistently ranks among the top contributors to the national budget.

I believe that the combination of Dong Nai City (a center for high-tech industries and logistics) and Ho Chi Minh City (a center for services and finance) will create a "dual megacity," capable of competing with other major urban areas in the region.

Regarding the longer-term strategy for Dong Nai to become a hub for aviation logistics, high-tech industries, and innovation, a "Smart Mega City" east of Ho Chi Minh City needs to rely on four strategic pillars.

These are the logistics-aviation-supply chain axis; the high-tech-green-smart industry axis; the innovation-university-human resources axis; and the smart city-high quality of life axis.

For Dong Nai to "take off" alongside Ho Chi Minh City, the central government needs to consider granting the locality legal "tools" similar to Resolution 98 and Resolution 260, but customized to its specific industrial and logistics characteristics.

Firstly, the decentralization of investment management allows Dong Nai to independently decide on large-scale regional transportation infrastructure projects without waiting for step-by-step approval from ministries and agencies, provided they are consistent with the overall planning.
