Dong Nai: Promoting innovation and developing the startup ecosystem

Dong Nai focuses on developing a science, technology and innovation ecosystem, building a close network of connections between components, promoting the commercialization of scientific research results and technological development into production and life.

In October 2025, Dong Nai was announced by the Ministry of Science and Technology (KHCN) to rank 12th out of 34 provinces and cities in terms of the Provincial Innovation Index (PII) for 2025 with a total score of 44.92.

According to the 2025 Local Innovation Index Report of the Ministry of Science and Technology, the 2025 PII Index has 52 indicators, divided into 7 pillars (according to the principles of the GII Index - Global Innovation Index).

Of which, 5 input pillars reflect the factors that create favorable conditions for socio- economic development based on science, technology and innovation. Specifically, they include: institutions, human capital and research and development, infrastructure, market development level and enterprise development level. In addition, there are 2 output pillars that reflect the impact of science, technology and innovation on socio-economic development, including: knowledge products, creativity and technology and impact pillar.

In which, the impact pillar includes factors affecting production and business (industrial production index, number of OCOP products with 4 stars or more, export value/GRDP, labor productivity growth rate) and impact on socio-economy (poverty reduction rate, employment rate in the economy over total population, average income per capita, human development index).

The results of Dong Nai's PII Index in 2025 show that Dong Nai has high scores and rankings nationwide in the pillars including: infrastructure pillar (ranked 4th), market development level pillar (ranked 5th), impact pillar (ranked 4th)...

The Department of Science and Technology of Dong Nai province said that the province will strengthen solutions to improve the digital transformation index and innovation. In the coming time, to maintain the development momentum, the locality will continue to improve policy mechanisms in the spirit of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; increase investment in innovation support centers at universities and promote links between education, businesses and investors.

According to Vice Chairman of Dong Nai Provincial People's Committee Le Truong Son, Dong Nai focuses on developing the science and technology and innovation ecosystem, building a closely linked network between components, from scientific research, technology transfer to developing the science and technology market and improving human resource capacity; promoting the commercialization of scientific research and technology development (R&D) results into production and life.

From there, Dong Nai aims to not only promote connectivity within the province but also develop a network connecting innovation centers and creative startups in the Southern region.

As of September 2025, the whole province has 88 innovative startups, 3 units with centers of activities related to innovation; 1 provincial-level innovation startup advisory council; 4 units with departments/offices related to startups and innovation; 7 units with startup and innovation clubs.

In addition, the province also has 28 commercialized innovation products; 5 inventions and useful solutions located in the province; 553 applied science articles related to innovation; 67 initiatives in the public sector recognized...

These figures show the initial results of policies to encourage innovation, the network of links between schools and businesses has been gradually expanded, creating momentum for private sector enterprises to increasingly contribute to overall growth.

Dong Nai Provincial leaders visit digital technology and innovation products

According to experts, Dong Nai province has many conditions and potentials to promote the development of the innovation ecosystem. The province is orienting the development of key infrastructure for the future in this field such as: orienting the construction and development of the innovation center in the Long Thanh area, high-tech zones, information technology zones concentrated around Long Thanh airport... This promises to be a "landing point" for technology and logistics enterprises, developing the market for technology products in Dong Nai.

Director of the Department of Science and Technology of Dong Nai, Pham Van Trinh, affirmed that the province always focuses on developing the startup ecosystem and innovation. At the same time, it will promote the application of science and technology in production and management; support businesses in transforming management models and smart production based on digital technology. In particular, the province will promote the development of digital human resources, apply AI, blockchain, big data to improve productivity, reduce costs, expand the technology market, etc.
