The Department of Agriculture and Environment commits to continue accompanying enterprises and cooperatives in implementing policies into practice.
Strengthen input quality control
According to the feedback of enterprises and cooperatives at the Dialogue Conference, besides very positive results, in investment and development of agricultural production, especially clean production, building linkage chains, there are still many challenges and difficulties.
Mr. Le Thanh Hung, Director of the purchasing and sustainable development department of Nedspice Vietnam Spice Processing Company Limited (100% foreign invested, in Dong Tam commune) said: on average, the enterprise processes and exports about 30 thousand tons of pepper/year, mainly exported to Europe. With many efforts, the enterprise has built a chain of links with about 3 thousand farmers associated with building growing area codes and tracing the origin of products. While the export market has very strict control over pesticide residues, farmers still produce in a fragmented manner, making it difficult to control agricultural product safety. Sharing the same view, Mr. Nguyen Van Dung, Director of Tam Minh Quang Production, Trade and Service Cooperative (Tan An Commune, Dong Nai Province) said: Exported agricultural products, especially key products such as durian, are currently facing many problems such as: chemical residues in agricultural products that are not accepted by the market, causing losses to farmers and affecting the reputation of the Vietnamese durian brand. This situation directly affects the agricultural production industry and the lives of farmers.
From the above reality, Mr. Nguyen Van Dung expressed his wish that the competent authorities strengthen the control of input quality, from pesticides to fertilizers, because these are the main causes affecting the quality of agricultural products. Currently, the control of agricultural products is still loose, the agricultural sector must review and put it into the key task of immediate implementation. Along with that, there should be sanctions to strictly handle the situation of littering, especially plastic bags, into rivers and streams to protect the environment and water resources.
In the environmental field, enterprises and cooperatives reflected on difficulties related to land use planning; hoped to receive guidance and solutions to difficulties in environmental procedures and records, environmental treatment standards in industrial parks; the issue of classifying solid waste at source; support in quickly resolving records and procedures for social housing projects...
Accompanying the implementation of policies into practice
Listening to the feedback and suggestions at the Conference, the leaders of the Department of Agriculture and Environment of Dong Nai promptly responded; some contents that were not answered at the Conference were noted, the Department will have a written response for each specific case. Opinions beyond the authority will be recommended to the Provincial People's Committee and relevant ministries and branches.
In the coming time, the Department of Agriculture and Environment will promote the expansion of export growing area codes; synchronously deploy solutions, including propaganda, guidance and direct support for farmers, enterprises and cooperatives on related procedures and documents. The Department is committed to continuing administrative reform, shifting thinking from management to service, in order to create a favorable environment for enterprises, cooperatives and farmers to invest and develop production.
According to Deputy Director of the Department Le Thi Anh Tuyet, unclean production is one of the difficulties in exporting agricultural products. In particular, farmers, cooperatives, and cooperatives must comply with the production process according to the requirements of the export market to be granted growing area codes and packaging facility codes. The province has planned 10 key crops, on that basis, planning high-tech and organic agricultural production areas associated with building a chain with standard processes in production, controlling output and quality. The province also has many support policies, especially support for building and expanding the chain. The Department of Agriculture and Environment is committed to continuing to accompany enterprises and cooperatives in implementing policies into practice.
Affirming that agricultural materials are a "hot" issue today, especially the increasing situation of counterfeit and poor quality goods, the Department of Agriculture and Environment and relevant agencies have regularly organized periodic and surprise inspections. However, farmers and cooperatives themselves must participate in equipping themselves with knowledge and be the focal point to reflect this situation.
