Dong Thap: Spreading the "Digital Literacy Movement"

Dong Thap province has proactively applied digital technology to grassroots communication work, contributing to improving people's access to information and spreading the "Digital Literacy Movement" to the people.

Every year, localities in Dong Thap province are allocated resources to implement grassroots information communication activities. These resources are used to enhance the capacity of communication staff, support the production of news articles, provide essential information, and invest in and upgrade local broadcasting systems.

In rural areas, the public address system continues to be effective as a channel of information that is close to the people, fast, and suitable to the local conditions. Many localities maintain regular broadcasting activities, helping people update information on current events, policies, and knowledge to serve their lives and production.

Alongside traditional methods, Dong Thap is one of the first localities to integrate digital platforms into grassroots communication. Many communes and wards have built websites, community Zalo groups, and fanpages to provide and answer policy information, assist people in looking up documents, tracking the progress of administrative procedures, applying for loans, or registering for vocational training directly on their smartphones.

The digitization of information has contributed to increased openness and transparency in policy implementation, limiting inaccurate or misleading information spread through word of mouth, and shortening the time it takes to access social welfare policies and public services. Much of the content on livelihood models, loan application procedures, and production techniques has also been converted into videos and infographics for easy access and use by the public when needed.

A highlight in the process of popularizing digital skills at the grassroots level is the "Popular Digital Literacy Movement" launched by the Women's Union of Tan Thuan Binh commune.

Through training courses on smartphone usage and access to online applications, women members are equipped with additional digital knowledge, improving their ability to access information, apply technology to production, manage family finances , and participate in community activities.

The Women's Union of Tan Thuan Binh commune organized a digital skills training class for its members as part of the "Popular Digital Education" movement.

In addition, Dong Thap also focuses on strengthening direct dialogue between the government and the people. Hundreds of dialogues, seminars, and specialized training sessions are organized annually, attracting a large number of participants, thereby creating an additional two-way exchange channel, helping the government understand practical needs and adjust communication methods more appropriately.

The synchronized integration of traditional grassroots media and digital platforms is helping Dong Thap expand people's access to knowledge, promote digital skills in the community, and create an important foundation for the development of digital government, digital economy, and digital society in the future.
