The program outlines 10 key task groups. Among them, the goal is to achieve the highest possible efficiency in implementing the socio-economic development targets and tasks set for 2026, contributing to an economic growth rate (GRDP) of 8-8.5%, and a GRDP per capita of 93.5-94 million VND.

Strengthen discipline and order in the management and use of finance and budget; manage state budget expenditures according to the approved plan, ensuring strict control, economy, and efficiency; resolutely implement solutions to combat revenue losses, transfer pricing, tax evasion, and tax debt recovery; and strictly control the state budget deficit.

Strictly manage the mobilization, management, and use of borrowed funds to repay the principal of the state budget.

Promote the allocation, implementation, and disbursement of public investment capital and national target programs in accordance with regulations; accelerate the progress of implementing key national and important public investment projects, expressways, and key inter-provincial projects.

Strengthen the management and use of public assets, ensuring they meet standards, quotas, and are in line with task requirements.

Continue to improve the organizational structure of administrative units after reorganization; quickly rearrange and reassign cadres and civil servants appropriately, especially strengthening human resources at the commune level, ensuring the new apparatus operates effectively and meets the socio-economic development requirements of the province; continue to promote rational and effective decentralization and delegation of power, coupled with resource allocation, improving implementation capacity and strengthening inspection and supervision.

Prioritize resources, intellectual capacity, and human resource preparation, focusing on implementing digital transformation tasks, developing science and technology, and promoting innovation.

Strengthen inspection and supervision of the implementation of policies and laws on practicing thrift and combating waste, especially in the fields of land, investment, construction, public finance, public assets, and mineral resources.

Thoroughly recover stalled projects and expedite the recovery of state assets and land that have been lost or misused, in accordance with the conclusions and recommendations of inspection, examination, and auditing agencies.

Build a culture of thrift and combat wastefulness in agencies, organizations, and units. Implement measures to encourage the people to strengthen the practice of thrift and combat wastefulness in production, business, and consumption.

Continue reviewing and improving policies and laws in the fields of socio-economic management and waste prevention. Focus on reviewing and improving the system of standards, regulations, and economic and technical norms in various fields as a basis for waste prevention.
