Share difficulties with affected fishermen

According to the People's Committee of Vinh Hao Commune, the majority of households agree with the Coastal Protection Embankment project invested and constructed by the State. At the same time, they recognize the project as necessary to protect the coast and residential areas.

However, at the end of October 2025, the People's Committee of Vinh Hao commune received a transfer notice from the Office of the People's Committee of Lam Dong province regarding the petition of Ms. Dinh Nguyen Thi Hong Tam and a number of local households. The content of the petition was related to the State's construction of embankments affecting the economy of households living by fishing in Vinh Hao commune.

Accordingly, Ms. Tam and some local people proposed to adjust the design to have a sandbank for livelihoods. In particular, many households suggested that during construction, the sandbank in front of the embankment towards the sea should be left for convenient pulling boats to build temporary huts and mend nets for production. At the same time, the embankment should be moved back 10 m to create a sandbank. Notably, some people objected to the construction of the section Km0+100 - Km0+250 due to tents and temporary huts and did not agree to dismantle it. The reason was that people were concerned that the embankment being too close to the sea would endanger the entry and exit of boats when there were big waves and strong winds. People suggested that relevant agencies arrange a suitable fishing port to facilitate anchoring, trading and fishing activities.

Mr. Nguyen Thanh Sang - Chairman of Vinh Hao Commune People's Committee said that the current Vinh Tien Village Coastal Protection Project only affects about 60 households out of 1,598 households in Vinh Tan Commune (old), accounting for 3.75%. Of these, 40 households work in coastal fishing boats, 5 households do business and purchase seafood, and 15 households work in trawling boats.

Meanwhile, this project overcomes coastal erosion during the rainy and stormy season, directly protecting the lives and property of about 530 households and 67 shrimp farming and production enterprises along the coast of Vinh Tien and Vinh Phuc villages of Vinh Hao commune.

The difficulties of fishermen after the construction of the seawall are shared by the People's Committee of Vinh Hao Commune. However, for the safety of the community, people need to overcome the difficulties and try to gradually adapt to the changing conditions when the seawall is built.

Determination to disburse public investment capital for the project

According to the People's Committee of Vinh Hao commune, in recent times, the local government and functional units have made efforts to mobilize, propagate, and dialogue with people to resolve related issues. Based on people's opinions, the investor has accepted and adjusted the pedestrian road elevation along the embankment to be 0.8 m lower. At the same time, the embankment wall elevation has been reduced by 0.8 m; adjusted and supplemented the rectangular reinforced concrete drainage system along the embankment to replace the water collection system. The investor also added 1 drainage gate to ensure the collection of overflowing seawater due to the reduction of the embankment elevation and added 6 boat pull slopes on the stair positions, creating favorable conditions for people to pull boats up and down. On the other hand, adding a buy pipe cover increases safety for people's activities when going up and down the embankment. In dredging the flood drainage canal at the location adjacent to Vinh Tan 4 Thermal Power Plant, the construction unit has cleared the flow so that fishermen can anchor their boats when the rainy and stormy season comes...

Based on the opinions of the people, the leaders of Vinh Hao Commune People's Committee and the representative of the investor informed and explained the related contents and asked for the people's support and consensus. At the same time, they hoped that the people would voluntarily dismantle the tents and temporary camps that had been built for a long time, which had encroached on the land on the coast so that the construction unit could carry out the construction according to the planned schedule.

The Chairman of Vinh Hao Commune People's Committee added that in order to ensure the organization of project construction, completion and putting into use in 2025, it will contribute to promoting the effectiveness of the project and ensuring the disbursement of the assigned capital plan in 2025. Therefore, it is necessary to have the coordination of functional agencies and support to help the locality implement construction protection measures to hand over the site to the investor to implement the project.

At the recent inspection of the Vinh Tien Village Coastal Protection Project on November 21, Vice Chairman of the Provincial People's Committee Nguyen Minh requested the Vinh Hao Commune People's Committee to urgently coordinate with the Provincial Police Department and the investor to develop a construction protection plan. In particular, it is important to study the implementation time according to the tide. For the construction unit, it is necessary to concentrate machinery, equipment, and human resources to implement the construction after having a protection plan to ensure the project's progress.

The Vinh Tien Village Coastal Protection Project is invested by the Provincial Agricultural Project Management Board, with a total length of 2,532 m, divided into 2 sections. Of which, section 2, which is more than 1,932 m long, was completed at the end of 2024, while section 1, which is 600 m long, has completed the construction of a 205 m long wave-breaking road and installed a 350 m long buy pipe. Currently, the section from Km 0+ 080 - Km 0+ 600, which is 385 m long, has not yet constructed the installation of components and other items due to the people having tents and temporary camps for baskets and nets who disagree with the implementation of the construction. According to the project investor, the value of the implemented volume is about 140/154,949 billion VND, reaching 90%.
