
For the political system, improving digital capacity for staff is both an urgent and long-term task to meet the requirements of innovation in operating methods and administrative reform.
From "manual work" to "digital thinking"
With the determination to "join" the national digital transformation, the Central Committee of the Vietnam Women's Union coordinated with the Central Committee of the Vietnam Fatherland Front (VFF) to organize a training course on "Digital skills and information security resource lecturers for officials of the Central Committee of the Vietnam Fatherland Front and socio-political organizations".
The training course is specially designed, focusing on the most practical and urgent issues today such as: On the practice of applying artificial intelligence (AI) to increase the efficiency of document processing, information synthesis and innovation in working methods; on network security; data synchronization and shared platforms ("Digital Front" platform, Feedback Monitoring System, Feedback and Recommendation Receiving System...) to achieve the goal of "correct, sufficient, clean, and live" data, ensuring data connectivity and synchronization between the Front and member organizations.
Vice President of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Tuyen said that this is an opportunity for officials of the Central Committee of the Vietnam Fatherland Front and socio-political organizations to change their thinking, from "manual work" to "digital thinking" and "digital culture". After the course, each student will become a positive factor, a "digital nucleus" spreading skills and the spirit of innovation in their unit, contributing to building a strong and modern "Digital Front".
In order to equip essential knowledge and skills on science and technology, innovation and digital transformation, contributing to improving the capacity of the government level closest to the people in the context of implementing the two-level local government model and promoting national digital transformation, the Ministry of Science and Technology has opened an online training course on the MOOC platform for cadres, civil servants and public employees at the commune level nationwide.
The system is officially open from 0:00 on December 1 to 24:00 on December 15, with 24/7 support staff. Students need to complete at least 10/19 topics, including 5 compulsory topics and 5 optional topics. Upon completion, students will be awarded a Certificate of Completion of the online course.
The software deployment unit has prepared the platform at: https://kns.hocso.vn/. Students can study anytime, anywhere on their computers or phones. With this form, local officials can proactively arrange their study time outside of working hours, taking advantage of evenings and weekends, without having to travel far, without interrupting their work serving local people.
Minister of Science and Technology Nguyen Manh Hung noted that the software acts as a trainer, guiding the staff at the grassroots level to work and observe, then advise and support. This online learning system needs to continue to be developed to become an assistant for commune-level staff.
Cooperation to promote innovation ecosystem
Practically putting Resolution No. 57/NQ-TW into life, the Ministry of Science and Technology accompanies sectors and localities to deploy many successful digital transformation models.
On December 3, in Dien Bien Phu ward, Dien Bien province coordinated with the Ministry of Science and Technology to organize a workshop on trade promotion, investment, and promotion of digital technology products "Make in Vietnam" to promote digital economic development and digital transformation for businesses in the Northwest region. Many important cooperation agreements were signed at the workshop, including: Cooperation in training digital capacity for small and medium enterprises; coordination in communication to promote science - technology, innovation and digital transformation; cooperation in supporting digital technology businesses to develop "Make in Vietnam" products to serve localities... These agreements are considered to create a long-term cooperation framework, contributing to promoting the innovation ecosystem of the Northwest region.
Deputy Minister of Science and Technology Bui Hoang Phuong emphasized that digital technology and innovation will be the key to help the Northwest region overcome limitations in geography, infrastructure and resources. Digital solutions developed by Vietnamese enterprises are increasingly suitable for local conditions and can be easily applied to agricultural production, logistics, tourism, urban management and even education and healthcare.
Aiming to shorten the distance from laboratory to factory, from idea to product, from policy to market, the Department of Startups and Technology Enterprises (Ministry of Science and Technology) in collaboration with the Vietnam Association of Science and Technology Enterprises organized the first "New Era Business and Intellectual Alliance - Science and Technology Summit".
Mr. Tran Xuan Dich, Deputy Director of the Department of Startups and Technology Enterprises, said that the conference is not simply a policy workshop but a gathering place for "three houses": the State, scientists and businesses. If standing alone, each house will face many difficulties, but when combined, it will create a solid "development triangle" for the innovation ecosystem. In which, the State creates institutions, policies and support programs; scientists create knowledge and technology from institutes and schools; businesses bring knowledge and technology into life, solving practical problems from production and business.
The conference's message "Doing real is patriotism" was shared by representatives of enterprises operating in the fields of high-tech agriculture, new materials, environment, medicine - biotechnology, logistics and education about the journey of bringing technology from the laboratory to the market, capital problems, competition, experience in building a science - technology enterprise model in the new context as well as cooperation opportunities to shorten the gap between research and application. In science - technology and innovation, "doing real" means doing real research to solve real problems of the country, businesses and people; investing real is daring to invest capital in research and development, testing and accepting risks; using real policies is proactively taking advantage of tools issued by the State and connecting real is frank and mutually beneficial cooperation.
As a State management agency, the Ministry of Science and Technology and the Departments of Science and Technology are committed to continuing to improve the controlled testing mechanism (sandbox) for new models and products; simplifying procedures for businesses and scientists to access funds and support programs more quickly and transparently; listening to and accompanying specific proposals from the Alliance of Science and Technology Entrepreneurs and Intellectuals.
