The pivotal role, demonstrating the people's mastery
According to the report of the People's Council of An Giang province, after nearly 5 months of merging and implementing the 2-level government model, the province owns 3 best things in the country: the most populous province (excluding Hanoi and Ho Chi Minh City); owns the most special zones and wards with the largest area (Rach Gia).
The People's Council apparatus was urgently strengthened, the number of provincial People's Council delegates increased to 109 people, and the number of commune-level People's Council delegates was 7,921 people. 100% of key positions of the People's Council have university degrees, creating a solid foundation for the implementation of tasks.
Up to now, the People's Councils at two levels have successfully organized five sessions of the Provincial People's Council and 240 sessions of the Commune People's Council, issued 1,416 quality resolutions, especially resolutions serving the APEC Summit 2027 and resolutions applying legal documents. Supervision work has been promoted with 111 supervisions organized and 567 meetings with voters maintained in order.

At the conference, Secretary of Phu Quoc Special Zone Le Quoc Anh said that since July 1, the activities of the Special Zone People's Council have been stable, continuing to carry out tasks in the annual plan and assigned tasks. The People's Council always plays the role of representing the will and aspirations of the people; delegates actively participate in discussions and contribute opinions at meetings, thereby creating consensus among the people.

Vice Chairman of the People's Council of Long Xuyen Ward, Duong Thanh Hung, acknowledged that the coordination between the People's Council and the People's Committee has become increasingly effective and practical, contributing to improving the quality of meetings, accurately reflecting the thoughts and aspirations of voters, thereby creating voters' trust in the activities of the People's Council of the ward.
“The resolutions issued are close to reality, highly feasible, and are concretized by the People's Committee with effective implementation plans. Enhancing the role and position of the People's Council in the grassroots political system,” said Mr. Hung.
Sharing the same view, the representative of Chau Doc ward said that the People's Council is the local state power agency, representing the will, aspirations and mastery of the people. That role is always promoted in all conditions and practical situations of the locality, especially in the period of implementing the 2-level local government model. With this model, the activities of the People's Council have changed a lot in terms of organization, functions, tasks and methods of operation.
At the same time, there are also many difficulties and obstacles that need to be resolved such as: digital transformation resources, An Giang Provincial People's Council considers increasing the budget for digital transformation activities of commune-level People's Councils, in accordance with the spirit of Resolution No. 57 of the Politburo and Resolution No. 18 of the Provincial People's Council. Directing the units under the area to promptly respond to the results of handling voters' petitions, ensuring a democratic and public process and creating trust for the people.
Amend and supplement specific instructions on the organization, tasks and powers of the People's Council Committees at the commune level, ensuring compliance with the two-level government model. Regarding infrastructure and working facilities, it is necessary to invest synchronously in information technology infrastructure, stable transmission networks, computer systems, printers, presentation equipment, online conferences, etc. At the same time, organize training courses and specialized training for People's Council delegates on supervision, questioning, examination skills, and digital technology application, etc.
Solving boundary concerns
Mr. Nguyen Thanh Nhan - Chairman of the People's Council of An Giang province said that the People's Councils at 2 levels have boldly applied information technology such as implementing "paperless" meeting rooms and organizing in-person meetings combined with online meetings at large bridges, overcoming difficulties due to the large administrative boundaries after the merger. Mr. Nhan acknowledged that the organization process also showed some limitations and problems due to the pressure from the scale of the area and the skyrocketing population.
“The system of guiding documents is sometimes not synchronized, leading to confusion; most of the People's Council delegates at the commune level hold part-time positions, so the time spent on activities is not much; the qualifications and skills of some delegates are not equal; the application of information technology is still limited in terms of infrastructure...
In addition, the allocated funding is sometimes not timely and the payment regime according to Resolution 18 is not guaranteed for the commune People's Council delegates, along with the lack of essential office equipment such as computers and photocopiers. At the same time, the commune People's Council has not received in-depth training directly from the Provincial People's Council but mainly online, causing difficulties in implementation," Mr. Nguyen Thanh Nhan said.

According to Mr. Nhan, the implementation of the two-level local government model is a profound institutional reform, aiming to streamline the apparatus, improve management effectiveness and efficiency, and most importantly, create a mechanism for localities to promote autonomy, self-responsibility, and better serve the people.
This is considered a strategic “revolution”, in which the People’s Council plays a pivotal role, is the local state power agency, directly represents the will and mastery of the people. The quality of the People’s Council’s activities directly determines the effectiveness of state management, the feasibility of policies and the confidence of voters.
