Correct and practical assessment
The draft document was carefully, seriously and scientifically prepared, inheriting the guidelines and viewpoints of previous Congresses, and updating the guiding viewpoints, tasks and solutions in recent resolutions and conclusions of the Central Committee, Politburo , National Assembly, Government and key leaders on breakthroughs in science and technology development, innovation and national digital transformation; arranging and streamlining the political system apparatus; developing the private economic sector; international integration in the new situation; building and enforcing laws.
The Draft Report not only summarizes a term but is also linked to the whole process, inheriting the results of many stages and providing strategic orientations for socio -economic development in the next 5 years, with a vision to 2045 associated with the historical milestones of the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding. There is a content that the XIII Congress Document only mentioned in one sentence, but now devotes a whole issue to consideration and interpretation, which is to continue to build and perfect synchronous institutions, develop the country quickly and sustainably. The outstanding new point in the draft is that the goals and tasks set out are all highly striving.
According to Nguyen Van Chi, Deputy Secretary of the Party Committee of the Voice of Vietnam (VOV), integrating the contents of three documents, including the Political Report, the Socio-Economic Report, and the Construction Summary Report into a Political Report in a consistent, unified, and synchronous manner to be submitted to the 14th National Party Congress clearly demonstrates the Party's new breakthrough in document development and completion. The draft Political Report submitted to the 14th National Party Congress is concise; the layout is clear, and the information is highly generalized in each field.
The highlight is the timely addition of strong, breakthrough changes in institutional reform efforts and streamlining the apparatus (from July 2025). Although the time since its official implementation is very short, it has immediately affirmed the effectiveness of the revolution of streamlining the apparatus, rearranging administrative boundaries, creating resources and space suitable to the requirements of rapid and sustainable development of the country in the era of rising up. This is also one of the outstanding breakthroughs in awareness and strategic vision, towards realizing the great goals that the entire Party, the entire people and the entire army are unanimously aiming for.
Regarding the assessment of the implementation of the Resolution of the 13th National Party Congress and the country's foundation after 40 years of renovation, Mr. Nguyen Van Chi said that the general assessment: "With the will and aspiration to develop and create the future, high determination and great efforts, our entire Party, people and army have united and joined forces to resolutely, synchronously and effectively implement the Resolution of the 13th National Party Congress. Our Party firmly leads the country to continue to achieve important, comprehensive and breakthrough results with many outstanding bright spots", is appropriate and very close to the reality and development requirements of the country in the new period.
Regarding the results achieved, limitations and weaknesses in the aspects of economic development, resource management, environmental protection and climate change; cultural, human and social development; national defense, security, foreign affairs and international integration; Party building and political system; causes; lessons learned after 40 years of innovation, the content is complete, the language of expression shows a sharp and true identification of the nature of limitations, weaknesses and existence.
Deputy General Director of the Vietnam Bank for Social Policies Le Thi Duc Hanh expressed her high agreement with the general assessment of the 5-year implementation of the Resolution of the 13th National Congress and commented that "the country continues to achieve important, quite comprehensive results, with many outstanding bright spots"; agreed with the general assessment of the country's foundation, potential, position, and prestige over 40 years of renovation, the great achievements of historical significance and the limitations and weaknesses that need to be resolutely overcome, as well as the 5 theoretical lessons on the renovation policy that the Report pointed out. However, she said that, in addition to the achievements, there are still many limitations and shortcomings that require the whole Party to seriously correct and make great efforts to bring the country into a new era of development, an era of national development, an era of rapid and sustainable development.
Bringing the country into a new era
Ms. Le Thi Duc Hanh also agreed with the five guiding viewpoints that need to be thoroughly grasped and implemented in the coming term, especially reaching a high consensus on the general goal: "Bringing the country into a new era - the era of the Vietnamese people's rise; successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; and becoming a developed country with high income by 2045".
Regarding the economic development orientation for the 5-year period 2026 - 2030, the Deputy General Director of the Vietnam Bank for Social Policies agreed with the 13 orientations stated in the Political Report. However, Ms. Hanh expressed her opinion that in order to achieve the goal of becoming a developing country with modern industry and high average income by 2030; and becoming a developed country with high income by 2045, annual GDP growth must reach double digits (10% or more). This is a challenge, not to mention that our country is heavily affected by natural disasters, storms and floods every year (affecting GDP growth). However, she also stated that if there are institutional breakthroughs; breakthroughs in science and technology, innovation and digital transformation; breakthroughs in socio-economic infrastructure; and the liberation of all internal and external resources for economic development, this goal can be achieved.
She suggested that the Central Government continue to pay attention to leading and directing the implementation of tasks on building digital citizens, happy citizens, and global citizens to suit the development trends of the region and the world ; manage sustainable social development, ensure progress, social justice, care for people's lives, especially the poor, policy beneficiaries, ethnic minority and mountainous areas.
According to VOV Deputy General Director Nguyen Van Chi, the forecast for the world and national situation in the coming years is favorable, with opportunities intertwined with difficulties, challenges and new requirements that are quite comprehensive. The five guiding viewpoints on national construction and development in the new period, which will be thoroughly grasped and implemented in the coming term and the following years, need to be presented in detail and clearly.
According to Mr. Chi, setting the economic growth target for the 2026 - 2030 period at 10% or more demonstrates the high political determination of the Party and Government , but the world is changing rapidly and in unprecedented complexity; conflicts and wars are at risk of spreading; especially tariff policies and the risk of trade wars (some countries in the region and in the world, the economic growth rate is slowing down and at a quite low level), so it is necessary to choose a more flexible way of expressing this goal.
