Under the theme "Party committees and local authorities at the commune level organize the remediation and handling of natural disasters, search and rescue operations in the area," the exercise, held on November 12th in Xuan Huong ward, Da Lat city, Lam Dong province, with the participation of over 500 officers, soldiers of the armed forces, and local people, left a deep impression on viewers and provided valuable experience in responding to incidents, mitigating the consequences of natural disasters, and conducting search and rescue operations.

In response to a simulated flood situation in Lam Dong province, particularly in Xuan Huong ward, Da Lat, where landslides buried several houses and disrupted transportation, the ward promptly deployed on-site response measures. The ward's Disaster Prevention and Control Command reported to the provincial Disaster Prevention and Control Command, requesting support in terms of personnel and equipment. The practical exercise included: conducting rescue operations; evacuating people and property from dangerous areas; providing essential supplies and stabilizing people's lives; and mitigating the consequences of the disaster.

Comrade Ho Van Muoi, Chairman of the Lam Dong Provincial People's Committee, stated that Lam Dong province, newly merged, has the largest natural area in the country and a strategic position in terms of socio -economic development and national defense and security. In recent years, the province has faced various types of natural disasters such as floods, storms, landslides, etc., causing heavy losses of life and property. Therefore, the results of this commune-level civil defense exercise are an important and practical activity aimed at improving the leadership, direction, management, inspection, and assessment of the readiness of the province's civil defense system. It also hones coordination skills among the Army, Police, health, militia, and various departments, agencies, organizations, and the people in disaster prevention and control. Furthermore, it evaluates the effectiveness of response plans and practical capabilities, helping the government and people improve their skills and efficiency in responding to natural disasters and incidents.

According to Colonel Le Anh Vuong, Deputy Commander and Chief of Staff of the Lam Dong Provincial Military Command, and overall director of the exercise, to ensure the exercise proceeded as planned and achieved its objectives, the Lam Dong Provincial Party Committee issued a directive on the 2025 commune-level civil defense exercise and a decision on the establishment of the Steering Committee and its affiliated agencies in early October. The Party Committee and the Lam Dong Provincial Military Command, acting as the standing agency of the Provincial Civil Defense Command, advised the Provincial Party Committee and the Provincial People's Committee on the establishment of the Steering Committee and its affiliated agencies; developed the plan and guiding documents; and presided over the training and exercise.

Throughout the preparation process, the agencies meticulously and synchronously implemented each step and task, closely following the directives and intentions of their superiors; and maintained close coordination and cooperation among all forces. After the training sessions and rehearsals, the steering committee quickly drew lessons learned, so when the exercise began, all units coordinated very smoothly and effectively, acting promptly and accurately, ensuring absolute safety.

As a result, the lessons learned from the 2025 commune-level disaster prevention and control drill in Lam Dong province are not only valuable lessons for Party committees, governments, and agencies in organizing subsequent drills, but also contribute to improving the capacity and effectiveness of responding to incidents, natural disasters, and search and rescue operations of the government and people.
