Dong Dang - Tra Linh Expressway project resumes construction after storm No. 10

Currently, the Project Management Board is implementing cleanup and overcoming the consequences of the damage, stabilizing the construction site and resuming construction.

Speaking to reporters, Mr. Nguyen Quang Huy - General Director of Deo Ca Group - said that by 9:00 a.m. this morning (October 2), after three days of search and rescue operations, the authorities had found the body of the last victim. Previously, the bodies of two missing people were found on October 1. Currently, the Group's Executive Board and the Project Management Board are carrying out procedures to bring the last victim back to his hometown for burial.

The accident of 3 officers and employees of the project is an extremely great loss for the Group that cannot be compensated. As soon as receiving the information, the Chairman of the Group directed the Group's Board of Directors to go to the scene that night to share with the families and deploy plans to search for the missing victims with all possible resources. We would like to share this great loss with the families and relatives of the victims,” Mr. Nguyen Quang Huy shared.

Previously, at around 7:30 p.m. on September 29, due to the impact of heavy rain and floods after storm No. 10, a large flash flood occurred in the area of ​​the Dong Dang - Tra Linh Expressway Project Management Board (Duc Long Commune, Cao Bang Province). The sudden flood caused the official residence to quickly be submerged in the rushing water.

When the flood was detected, the Project Management Board urgently evacuated workers to safe shelters and conducted an emergency roll call and discovered 3 officers and employees missing. The identities of the 3 officers and employees of the Dong Dang - Tra Linh Expressway project who went missing on September 29 were determined to be: Ms. D.TH (1989, Y Yen, Ninh Binh), Mr. N.VT. (2002, Ba Vi, Hanoi ), and Mr. LLAT (2003, Na Ri, Thai Nguyen).

Upon receiving the information, Deo Ca Group and the project enterprise coordinated with local authorities, the Cao Bang Provincial Military Command, the Rescue Force of Cao Bang Provincial Police and Lang Son Province to mobilize resources, vehicles, communication equipment, flycams, to determine the access locations, deploy search and rescue plans; contact the families of the missing victims, arrange vehicles and staff to pick up relatives from the locality to the construction site that same night.

To share the loss of the victims' families, the group arranged the funeral, brought the victims back to their families and buried them according to local customs.

Three days after the flash flood, the Project Management Board quickly deployed emergency support measures for the victims' families. Currently, units across the project are compiling all the damages, stabilizing the work area, and encouraging the workers. Based on the complex and unpredictable nature of the weather, especially during the rainy and stormy season, Deo Ca Group continues to update the code of conduct and proactive response plans to natural disasters to promote and train staff and workers at the projects.

Regarding construction activities, some items in locations with high risk of flash floods and landslides continue to be temporarily suspended to prevent incidents and ensure safety for workers. At the same time, machinery and equipment are also relocated to high, safe areas.

Currently, the project enterprise and contractors are planning to overcome the consequences according to each construction phase such as re-establishing the service road, adding drainage capacity, reinforcing the slope, arranging temporary bridges - spillways, continuing to adjust construction methods so that as soon as the weather permits, the construction will make up the progress.

The heavy rains that have lasted for nearly 3 months have negatively impacted the construction site of the Dong Dang - Tra Linh Expressway project. Previously, at the end of June 2025, widespread floods in Lang Son and Cao Bang also caused severe damage to many items under construction at the Dong Dang - Tra Linh project. Many auxiliary works such as service roads and temporary bridges were eroded and washed away, the construction site was isolated and divided, disrupting the transportation of construction materials on the route.
