500kV Line 3 Project Ninh Binh is the first province to hand over the entire site

With the urgent nature of the 500kV Circuit 3 Transmission Line Project to ensure electricity supply for the North in the coming years, the Prime Minister has requested the National Power Transmission Corporation to strive to complete the project before June 30 so that it can be energized on June 30. In that spirit, Ninh Binh has mobilized the participation of the entire political system to implement the project, becoming the earliest locality to complete the handover of the entire site area to the construction contractor.

The 500kV line 3 projects, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) include 4 projects, with a total length of about 515km, passing through 9 provinces, including: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh , Hai Duong, Hung Yen. In which, the section passing through Ninh Binh province belongs to the 500kV line component project of Nam Dinh I-Thanh Hoa Thermal Power Plant, with a total length of 73km.

The projects play a particularly important role in connecting the inter-regional power grid, contributing to supplying electricity to the North in the coming time; increasing the stable reserve level on the North-Central interface, contributing to supplementing capacity from power sources in the North Central region to the load center in the North; transmitting capacity of thermal power plants and renewable energy plants in the North Central region to the national power system.

For Ninh Binh province, the project passes through 11 communes of Kim Son district, with 21 pole locations, with a length of 7.83 km. The land use area of the project is 3.79 ha, affecting 93 households whose land is recovered for pole bases and 24 households whose land is affected by the power line corridor. The project must arrange resettlement for 15 households due to the impact of the power line corridor in Quang Thien, Dong Huong, and Dinh Hoa communes. Kim Son district is developing a resettlement plan for affected households in the direction of arranging them in auctioned residential areas in the above communes.

Comrade Duong Duc Dang, Director of the Department of Industry and Trade, said: Recognizing the significance and importance of the project, the entire Ninh Binh provincial government system has taken action to seriously implement related tasks such as: route agreement, site clearance, support for construction contractors..., especially the site clearance compensation work has been given strong attention and direction; propaganda and mobilization work for households and individuals whose land has been recovered has been promoted.

The Provincial People's Committee held a working conference with the investor and the consulting unit. The Department of Natural Resources and Environment was directed to proactively coordinate and guide the Kim Son District People's Committee in implementing compensation and supporting site clearance when the State reclaims land to implement the project. The Kim Son District People's Committee and the province's advisory agencies focused on implementing the project-related contents, including reviewing and completing the dossier to adjust the Planning and land use plan to promptly implement the project. At the same time, the Provincial People's Committee also requested the Kim Son District People's Committee to report on the progress of site clearance weekly.

Comrade Tran Xuan Truong, Chairman of Kim Son District People's Committee said: With the spirit of strong direction of the Provincial People's Committee, immediately after agreeing on the route, Kim Son organized propaganda and mobilization to help people understand the importance and urgency of the 500kV line 3 project for national energy security, creating consensus among people in land acquisition and site clearance for project implementation. The District People's Committee issued public procedures and announced the acquisition of the entire land area serving the project related to households and individuals in 11 communes in the district, organized an inventory of 100% of construction assets, architectural objects, crops, and livestock in the 500kV line corridor...

Up to now, Kim Son district has handed over 21/21 column foundation locations for the investor to construct the project with a full area of 3.79 hectares; handed over an area of 5.5 hectares of borrowed land as construction site; and temporarily handed over the entire land area related to 9 complete wire anchoring areas to the Northern Power Project Management Board to organize wire pulling. Currently, Kim Son district People's Committee has approved the estimate, compensation plan, support for site clearance; approved the specific land price plan as a basis for making a compensation plan, support when the State reclaims land in Kim Son district to implement the 500kV transmission line project of Nam Dinh I-Thanh Hoa Thermal Power Plant. At the same time, organize meetings with people to inform, propagate, mobilize and work specifically with households and individuals related to the land area of the project, creating conditions for the contractor to deploy wire pulling on the route.

It is known that the 500kV transmission line project of Nam Dinh I-Thanh Hoa Thermal Power Plant is the earliest component to be implemented among the 4 projects of the 500kV Transmission Line Project, Circuit 3 (from Quang Trach, Quang Binh to Pho Noi, Hung Yen). During the implementation of the project, Vietnam Electricity Group and the Project Management Boards have been coordinating with contractors to regularly carry out propaganda and mobilization work so that people and businesses in the area where the transmission line passes through understand and agree with the State's policies to soon hand over the site as well as create favorable conditions for construction work.

Although, during the construction process, many pile foundation locations are far from the main traffic routes, rice fields, canals, and weak ground, so the implementation of construction roads to access and transport equipment, machinery, and materials encountered many difficulties. However, the construction units, supervision consultants, Project Management Board, and Investor closely and synchronously coordinated with the local authorities of Kim Son district in the construction work, so the safety work at the construction site and local security and order have been and are being carried out well, without any incidents or incidents.

In the context of urgent construction time, the Investor wishes to continue to coordinate more closely with Kim Son district to mobilize maximum local forces, including local construction enterprises to concentrate machinery, labor, and materials to construct the project to ensure on-time progress. At the same time, the Investor and the supervising consultant also commit to fully and correctly implement the requirements of returning the site after completing the construction items in the locality.
