
11.4km of asphalt concrete has been laid.
Component project 1 is 26.5km long, starting from the intersection with National Highway 40B (Quang Phu ward) and ending at the intersection with Provincial Road 620 and the road leading to Chu Lai Airport (Nui Thanh commune).
Observations at the construction site show that 6 river crossing bridges, including Tam Tien, Diem Tra, Tam Hiep, An Tan, Tam Nghia, and Tam Quang, have been completed.
Regarding the road section, the contractor has paved 11.4km of asphalt concrete surface, installed street lighting along 17.2km, and is currently constructing 5km of roadbed (including addressing weak soil conditions along 4.5km).
Many sections of the project will also be constructed after land clearance is completed, interspersed between sections where the roadbed and surface have been laid or where soil stabilization is underway.

Engineer Le Van Tin, Deputy Commander of Construction Package 02 (a joint venture between Vinaconex 25 JSC and Vietnam Construction and Import-Export Corporation), shared that the land on the right side of the final section of the route, approximately 400m long, passing through An Tay village (Nui Thanh commune), near the intersection of DT620 and the road to Chu Lai airport, is awaiting handover.
The section near the northern abutment of the Tam Hiep bridge, extending to the intersection with the DH2.NT route, approximately 1.2km long, has not yet been constructed. Engineer Le Van Tin explained that this section, from kilometer marker 13+882 to 14+680 in Tam Anh commune, is being designed to address weak soil conditions and will require a 595-day settlement period. Authorities and local agencies are working to resolve outstanding issues, primarily related to aquaculture land and shrimp ponds.
According to the Da Nang Project Management Board for Investment in Construction of Transportation and Agricultural Works (the investor), component project 1 passes through Quang Phu ward and the communes of Tam Xuan, Tam Anh, and Nui Thanh.
As of the beginning of this week, local authorities and units responsible for compensation and land clearance have handed over 22.4/26.5km of land. In total, the project still needs to clear 4.1km of land in the communes of Tam Xuan, Tam Anh, and Nui Thanh.

Prioritize resettlement arrangements.
According to the investor, component project 1 commenced on April 24, 2023, and the contract was extended until December 31, 2025. Construction output to date has only reached VND 568 billion out of VND 914 billion (62%). Therefore, the competent authority has issued a resolution adjusting the implementation time to the period of 2022-2027; after sufficient time has passed for the weak soil treatment phase, the completion of the entire project is scheduled for the second quarter of 2027.
To meet the deadline, the communes of Tam Xuan, Tam Anh, and Nui Thanh, along with related units, must complete the handover of the land in the first quarter of this year.
Mr. Nguyen Tuan Phong, Deputy Director of the Da Nang Investment and Construction Project Management Board for Transportation and Agriculture Projects, emphasized the need to prioritize clearing the land section from km13+882 to km14+680 to hand over to the contractor for loading, treating weak soil foundations, and waiting for settlement for up to 595 days.
The investor stated that there are still 1.1km of land in Tam Xuan commune that has not been handed over; similarly, there are 2.17km in Tam Anh commune and 0.76km in Nui Thanh commune that are still pending.
The Da Nang City Land Development Center is preparing to submit the overall resettlement plan for component project 1 for approval. Once the overall plan is approved, the center will have a basis to develop detailed resettlement plans for each household, including Mr. Nhieu's household.

In Tam Xuan commune, there are 94 plots of agricultural land that have not yet been developed.
Of these, 30 plots had their compensation plans approved and payments due on December 12, 2025, but only 20 plots have received the money; 64 plots have not yet had land clearance plans prepared for submission for appraisal and approval.
In addition, seven plots of land managed by the commune's People's Committee have not yet had plans prepared for appraisal and approval before a decision on land reclamation can be issued.
Tam Anh commune and Nui Thanh commune still have many residential plots and houses that require land clearance plans.
Therefore, the investor requests that the City Land Development Center prioritize and expedite the preparation of detailed resettlement plans for each household, after the overall plan is approved by the competent authority.
Component Project 1, completing Coastal Road 129, has a total investment of VND 1,100 billion (construction value exceeding VND 914 billion). The project will proceed with the construction of the roadbed and surface for the remaining section on the right side of the existing route to achieve a 25m wide cross-section. An additional bridge section will be constructed over the river, located to the right of the existing section of the six bridges on the route. The cross-section of the bridge after combining the two sections will be 25m wide.
