Along Provincial Road 279, through Tan Tien village, Le Loi commune, Ha Long city, Quang Ninh province, there is a large, flat area of land filled with containers, old construction vehicles, scrap iron and steel... Looking at the desolate, messy scene, passersby can easily mistake it for a scrap yard rather than a project that is expected to promote socio -economic development and create jobs for local workers.

Speaking with Nguoi Dua Tin , a representative of the Le Loi Commune People's Committee said that on September 8, 2009, the Quang Ninh Provincial People's Committee issued Decision No. 2725 to lease more than 4 hectares of land to the Nhu Quyet Private Enterprise for a term of 50 years in Tan Tien village, Le Loi commune, Hoanh Bo district (now Le Loi commune, Ha Long city) to implement a project to build a road vehicle inspection area, car wash, repair, vehicle maintenance, and construction materials trading.
At the same time, the Quang Ninh provincial government agreed to temporarily hand over more than 1.6 hectares of land to the enterprise for a period of 12 months to plant trees and build a road to implement the project. Less than half a month later, on September 22, 2009, the Department of Natural Resources and Environment of Hoanh Bo district presided over and coordinated with the People's Committee of Le Loi commune to hand over more than 5.6 hectares of land to the enterprise in the field, including long-term leased land and temporarily assigned land.

After receiving the land, the company quickly leveled the ground and built a surrounding wall. However, many important items of the project, such as the road vehicle inspection area and construction materials trading, remained on paper despite repeated reminders and urgings from the authorities and local governments.
Finding a “way out” for the project, implementing the direction of the Quang Ninh provincial government in Decision 8095, dated June 14, 2018, the People's Committee of Hoanh Bo district (now merged into Ha Long city, Quang Ninh province) has a decision on approving the adjustment of the detailed planning at a scale of 1/500 for the project to build a road vehicle inspection area, car wash, repair, vehicle maintenance, and construction materials trading.
In this adjustment, the Hoanh Bo district government removed the construction project of a road vehicle inspection area and added a restaurant area, a comprehensive service area for logistics on the northern bypass of Ha Long City, and added a green area compared to the previously approved project.

After that, Quang Minh 16 Transport Service Company Limited separated from Nhu Quyet Company Limited (formerly Nhu Quyet Enterprise Private Enterprise). On September 8, 2020, the People's Committee of Quang Ninh province signed a contract for Quang Minh Company to continue leasing more than 4 hectares of land to continue implementing the adjusted project. However, the enterprise has left the project "shelved" until now.
According to local people, the land area leased by the Quang Ninh provincial government to the Nhu Quyet private enterprise, now Quang Minh 16 Transport Service Company Limited, to carry out a project of car wash, repair, maintenance, construction material business, restaurant, and general logistics service for the northern bypass of Ha Long City is considered "golden land". Because the project is located along Provincial Road 279, about 15 km from the center of Ha Long City, the actual land transaction price at the nearby roadside location is about 10-12 million VND/m2.
To avoid wasting land resources and increase revenue for the local budget, people expressed their wish that the Quang Ninh provincial government consider revoking the project to hand it over to a capable unit to contribute to promoting the socio-economy, creating jobs for local workers or auctioning land use rights in accordance with the planning.

According to Nguoi Dua Tin 's investigation, recently, the Quang Ninh provincial government has taken "strong" action to handle slow-progressing projects in the area. In particular, at the end of May 2023, based on inspection, review of reality and reports from localities, departments and functional branches of the province, the Quang Ninh Provincial People's Committee requested the Ministry of Natural Resources and Environment and the General Department of Land Management to post on the electronic information portal information about 19 projects that were allocated land in the area but were left unfinished, violating the provisions of the land law, including the project to build a road vehicle inspection area in Tan Tien village, Le Loi commune, Ha Long city.
Along with “naming and shaming” slow-progressing projects, in case the investor still procrastinates in completing and putting the project into operation as in the past, it is expected that the Quang Ninh provincial government will soon proceed to reclaim the land and hand it over to a capable investor or organize an auction in accordance with the planning to avoid wasting land resources, increase revenue for the budget as well as avoid frustration for local people.
