
Although the total projected investment for the Vibex Urban Area Project is approximately 7,000 billion VND, over the past 7 years, most of the planned components such as residential areas, commercial services, parks, and regulating lakes have yet to be developed. This has led to many negative consequences, especially in land management. Specifically, the land designated for the project has seen land use violations such as the erection of shacks, temporary houses, warehouses, and encroachment over many years.
To get the project started, the Hanoi People's Committee recently issued several documents, such as Decision No. 5355/QD-UBND dated October 29, 2025, approving the investment policy for the Vibex Urban Area; and Decision No. 5401/QD-UBND dated October 31, 2025, approving the progress tracking table for investor selection activities for the Vibex Urban Area construction project.
These decisions aim to re-establish the investor selection process in accordance with the new regulations of the Bidding Law. In this spirit, the Dong Ngac Ward Investment and Infrastructure Project Management Board recently submitted Proposal No. 56/TTr-BQLDA dated November 24, 2025, requesting appraisal and approval of the estimated costs for the investor selection process. The total proposed cost is nearly 650 million VND, including 200 million VND for preparing the bidding documents, 200 million VND for evaluating bids, 90 million VND for translation costs, and other expenses such as: publishing bidding information, stationery, communication, organizing the bid opening, etc. These are all regular expenditures from the local budget and must be disbursed even before the project can be implemented on the ground.

During a meeting with reporters from Hanoi Moi Newspaper, Nguyen Van Cong, Vice Chairman of the Dong Ngac Ward People's Committee, stated that the land waste in the Vibex Urban Area Project area stems from the slow implementation process due to the failure to select an investor, thus preventing the next steps from being taken. Regarding the situation of project land being occupied for temporary shelters, workshops, warehouses, and by people using it for farming, Mr. Nguyen Van Cong said that these violations have been occurring for many years and "are becoming increasingly difficult to control if the project continues to stall."
According to the Vice Chairman of the Ward People's Committee, the locality has intensified inspections and coordinated with relevant agencies to decisively handle violations, especially in areas with encroachment on public land and illegal construction of temporary structures. Only when the project is implemented and a specific investor is found can land management be stable and effective, avoiding prolonged waste.

The issuance of Decision No. 5355/QD-UBND and Decision No. 5401/QD-UBND by the City People's Committee demonstrates the determination to restart the Vibex Urban Area Project after a long period of stagnation. However, to minimize waste, it is necessary to quickly complete the investor selection process and thoroughly address existing violations to prevent large plots of land located in residential areas from remaining abandoned, causing long-term losses in land use value and urban development opportunities.
In my opinion, maximizing the efficient use of land resources and avoiding waste requires decisive action and continuous supervision from all levels and sectors. Only then can the project be implemented on schedule, meeting the expectations of the people.
