Expected to apply senior expert salary scale for Professors

The title of Professor is the highest title of a lecturer, but is currently ranked in the same salary scale as Associate Professor and other first-class senior lecturer titles. The Ministry of Education and Training proposes to adjust the salary scale for Professors in the direction of applying the salary scale for senior experts (3 levels: 8.8 - 9.4 - 10.0).

In the draft Decree regulating salary policy and allowance regime for teachers that has just been announced, the Ministry of Education and Training proposed adjusting the salary table for Professors.

According to the explanation of the Ministry of Education and Training, the title of professor is the highest title of a lecturer, but is currently ranked with Associate Professor and other senior lecturers of grade I. Although it is ranked 1 level higher when appointed to the title of professor, the use of a common salary scale does not reflect the rank, position, role of leading the profession, exploring and creating new knowledge of the professor. Therefore, the Ministry of Education and Training proposed to adjust the salary table for professors in the direction of applying the salary table for senior experts (3 levels: 8.8 - 9.4 - 10.0).

The Ministry of Education and Training believes that Professors are ranked at the salary level of senior experts to ensure the implementation of the policy "Teachers' salaries are given the highest priority in the administrative career salary scale system".

Currently, the subjects subject to the senior expert salary table according to Decree No. 92/2025/ND-CP dated April 25, 2025 of the Government stipulating the regime and policies for senior experts are those who meet the standards and conditions to be appointed as senior experts by competent authorities according to Regulation No. 180-QD/TW dated July 11, 2024 of the Secretariat on senior experts, including: Cadres, civil servants, public employees; Retired people, people working outside the political system (people not on the payroll of agencies and organizations in the political system, including both Vietnamese and foreigners).

Professor is currently the highest title, demonstrating scientific capacity, prestige and the role of leading expertise, exploring and creating new knowledge; it is an important factor that directly impacts activities of scientific and technological development, innovation and national digital transformation.

Thus, according to the standards and conditions of senior experts according to Regulation No. 180-QD/TW, Professors are similar to senior experts. "Therefore, although it is not confirmed that Professors are senior experts, the application of the senior expert salary scale for Professors is appropriate to the position and role of Professors in the development of the field for which the title of Professor is appointed," the Ministry of Education and Training stated its opinion.

Currently, the draft Decree regulating salary policy and allowance regime for teachers has been widely announced by the Ministry of Education and Training to collect comments from agencies, organizations and individuals.

The draft Decree detailing the implementation of the Law on Teachers is an important step to concretize the Party's guidelines and policies on salary and allowance policies for teachers, moving towards the roadmap to realize the policy of "teachers' salaries being ranked highest in the administrative career salary scale system".
