Plan to abolish disciplinary measures such as warnings in front of the whole school and expulsion for students

The Ministry of Education and Training is soliciting comments on the Draft Circular regulating rewards and discipline for students.

The new circular will replace Circular 08/TT of the Ministry of Education from 1998 guiding on rewards and discipline for students in general schools.

The draft Circular sets out the general principles of student rewards and discipline: Student rewards and discipline must ensure educational and humane values, for the progress of students; promote decentralization, delegation of authority, and enhance autonomy and self-responsibility of school boards, principals, and teachers; ensure coordination between schools, families, and society in student rewards and discipline; properly and fully perform the functions, tasks, and powers of schools in student rewards and discipline.

Accordingly, the forms of commendation include: Commendation in front of the class; Commendation in front of the whole school; Certificate of Merit from the principal; Letter of Merit. In addition to the forms of commendation and reward, agencies, organizations and individuals can implement other appropriate forms of commendation and reward to encourage and set timely examples for students in studying and training.

Regarding disciplinary measures, the Draft Circular stipulates disciplinary measures for primary school students as follows: Warning; request for apology. Disciplinary measures for primary school students do not keep records and student transcripts.

For students other than primary school students, there are 3 disciplinary measures including: Reminder; criticism; request to write a self-criticism.

Compared to Circular 08/TT and previous regulations, the new regulation will abolish and no longer apply disciplinary measures such as: Reprimand in front of the class, reprimand in front of the school disciplinary council, warning in front of the whole school, suspension from school, expulsion for a week, expulsion for a year,...

The Ministry of Education and Training said that the content of the new Circular does not apply to violations of the law that fall under the jurisdiction of other state agencies as prescribed by law.
