Expected to discuss and pass 48 important resolutions

Kinhtedothi – On December 9, the 20th session (year-end session) of the 10th term Ho Chi Minh City People's Council (2021-2026 term) opened. Politburo member - Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen attended and gave a speech.

In her opening speech, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le said that this is an important meeting, deciding on many contents. Delegates will focus on discussing and analyzing in depth the results achieved in 2024; directions and tasks for 2025. Discuss and consider passing many resolutions on the fields of economy , urban, culture, society, education, health, payroll, and organizational apparatus in the coming time.

The reports were presented by the Standing Vice Chairman of the Ho Chi Minh City People's Committee, Duong Ngoc Hai, at the meeting, such as: State budget revenue estimates, city budget revenue and expenditure in 2025; allocation of the city budget estimates in 2025; approval of the plan to borrow and repay local government debt in 2025; regulations on specific policies to support the training and fostering of officials, civil servants and public employees of the city; policies to support users of public passenger transport (PV) by bus, train and policies to support funding for public passenger transport operations by bus and train in the city.

In particular, delegates will also pass a resolution regulating additional support for cases of retirement due to staff streamlining; retirement due to redundancy when rearranging administrative units; early retirement due to not meeting the age requirements for re-election or reappointment to positions and titles according to the term; early retirement not subject to staff streamlining in the city. Regarding the assignment of the number of cadres, civil servants, and non-professional workers working in 41 wards formed after the rearrangement of commune-level administrative units according to Resolution 1278/NQ-UBTVQH15 of the National Assembly Standing Committee in 2025.

At the 20th session, the Ho Chi Minh City People's Council also heard a report on the results of handling voters' petitions before and after the 17th session; a report from the Vietnam Fatherland Front Committee of the City on government building activities in 2024. Regarding the results of implementing the 2024 working theme "Determination to effectively implement Digital Transformation and Resolution No. 98/2023/QH15 of the National Assembly". Accordingly, the 2024 working theme has 69/74 (reaching a rate of 93.2%) tasks completed or basically completed according to plan 386/KH-UBND dated January 22. Specifically, 40/74 tasks were completed; 29/74 tasks were basically completed and continued to be implemented; and 5/74 tasks continued to be implemented.

The implementation of the 2024 working theme creates momentum to promote the completion of socio-economic development targets. The total budget revenue in the area for the whole year is more than 502,000 billion VND, an increase of 12% compared to 2023, contributing about 27% of the total budget revenue of the whole country; the total product in the area (GRDP) is estimated for the whole year at about 7.17%; export turnover reaches 46.9 billion USD (up 10.4%).

Speaking at the meeting, Politburo member - Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen acknowledged and highly appreciated the contributions of the city's government and people, and the results the city has achieved.

“I propose that the City People's Council, the City People's Committee and the departments continue to study in depth the three major projects of the city. In the process of developing the projects, it is necessary to strictly comply with scientific research, closely follow the city's reality; even study the characteristics that only exist in the city. To better implement when restructuring the apparatus, at the same time, there must be clear proposals, recommendations and reports on aspects that may encounter difficulties or are unclear. It is necessary to strictly comply but also proactively calculate how to arrange them better and more effectively. Regarding the implementation time, the city has made a plan. We put the Fatherland first, then the remaining matters of individuals, organizations and units will be resolved well. We are cadres and party members, to reorganize the apparatus for the better, if any comrade has to leave his position but the country develops, that action is very meaningful”, Politburo member - Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen emphasized.

Secretary Nguyen Van Nen also highly appreciated the progress of public investment disbursement, in just 1 week (from December 4) the rate was only over 24%, but 4 days later it reached over 33%, this is a very meaningful number, creating determination and confidence. And in just nearly 1 month it has increased to 80%. From the encouraging disbursement rate, Secretary Nguyen Van Nen suggested that the City People's Council should immediately encourage and appreciate localities and investors, especially pay attention to encouraging people to continue to cooperate closely, and at the same time strengthen supervision of proposed projects.
