
The Intelligent Transportation System (ITS) on the Mai Son - National Highway 45 expressway has basically completed equipment installation and is currently undergoing trial operation.
The Vietnam Road Administration has recently sent a document to the Project Management Boards (PMBs), including PMB 2, PMB 7, Thang Long PMB, and Railway PMB, requesting them to organize trial runs and evaluate the KPI (Key Performance Indicator) of the toll collection system at the North-South Expressway projects in the East during the 2017-2020 period.
Trial run of the automated toll collection system begins on January 13th.
The automated toll collection system is implemented using a multi-lane, free-flow ETC input model (without barriers) and a single-lane ETC output model (with barriers), with no manual toll lanes on the Mai Son - National Highway 45 expressway.
Accordingly, the Vietnam Road Administration requested Project Management Board 7 to direct contractors to urgently complete the data linkage between toll collection data from toll stations; and to link back-end systems in order to organize performance evaluation (KPI) of the highway toll collection back-end system in accordance with regulations.
The Project Management Boards, in coordination with Project Management Board 7, shall direct the relevant contractors to urgently organize the inspection of the toll collection system according to the trial run scenarios stipulated in the "Regulations and technical guidelines for construction and acceptance of ETC toll stations" in the approved design documents, from January 6, 2026 to January 12, 2026; and simultaneously organize the evaluation of the toll collection system KPIs from January 13, 2026.
"Project Management Boards are required to report daily inspection and evaluation results and propose the official toll collection commencement date to the Vietnam Road Administration in accordance with the Ministry of Construction 's directives," the Vietnam Road Administration requested.
Minimum trial operation period: 37 days
According to Mr. Nguyen Viet Huy, Deputy Director of the Vietnam Road Administration, to date, work items such as investment in intelligent transportation systems (ITS), electronic toll collection systems (including cameras, software installation, and a route operation center) have been basically completed on 5 component projects of the North-South Expressway (Eastern section) in the 2017-2020 period, including: Mai Son - National Highway 45; National Highway 45 - Nghi Son; Nghi Son - Dien Chau; Vinh Hao - Phan Thiet; and Phan Thiet - Dau Giay.
The Intelligent Transportation System (ITS) for managing and operating the North-South Expressway (Eastern section) is the first project invested in by the State, therefore requiring a very high accuracy rate of 99.8%.
According to regulations, the system must be tested and trial-operated for a minimum of 37 days, ensuring stable operation, achieving the required accuracy, and guaranteeing the correct and full collection of state revenue.
The Vietnam Road Administration will take over the system after it fully meets the technical standards for toll collection on state-invested expressways, with toll collection expected to begin in February 2025.
