The Government Office issued Notice No. 34/TB-VPCP containing the conclusions of Deputy Prime Minister Mai Van Chinh at the meeting of the State Steering Committee on Tourism.
The concluding statement clearly indicated that in 2025, despite facing many difficulties and challenges, under the close leadership and guidance of the Party, State, Government, and Prime Minister; and with the efforts of the entire industry and business community, Vietnamese tourism achieved very positive results. The tourism sector experienced impressive growth, affirming its position as a bright spot in the economy , recognized and ranked by the World Tourism Organization among the countries with the highest growth rates in the world.
The year 2026 is of particular importance, as it marks the 14th National Congress of the Communist Party of Vietnam, the election of National Assembly and People's Council representatives at all levels for the new term; and the first year of implementing the 2026-2030 five-year socio-economic development plan.
In the context of a volatile and risky international situation and a slow economic recovery, to achieve the target of welcoming 25 million international tourists and 150 million domestic tourists, and to make a positive contribution to the overall national growth target, ministries, sectors, and localities need to thoroughly understand the spirit of: "High determination, decisive action, and tangible results"; shift from a "recovery" mindset to a "growth, competitiveness, and sustainable development" mindset; focus on definitively addressing bottlenecks, limitations, and inadequacies hindering tourism development, while proposing breakthrough solutions to create significant changes.
The Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism to take the lead and coordinate with other ministries, agencies, and localities to effectively implement the tasks and solutions according to the resolutions of the Party and Government, the directives of the Prime Minister and the Steering Committee, in particular to promptly concretize and effectively implement the resolutions of the Politburo, especially Resolution No. 08-NQ/TW dated January 16, 2017, on developing tourism into a key economic sector; focusing on restructuring the tourist market, improving the quality and competitiveness of Vietnamese tourism.
The Ministry of Culture, Sports and Tourism, in coordination with relevant ministries and agencies, will conduct a comprehensive review of the 2017 Tourism Law and related legal documents; propose amendments, additions, or repeal of outdated regulations, creating a transparent and constructive legal framework for development.
At the same time, research and understand the trends and needs of tourists to build appropriate tourism product development strategies, focusing on high-end tourism products with high added value such as: green tourism, health and wellness tourism, MICE tourism, golf tourism...; paying attention to exploiting international tourist markets with high spending and long stays.
Research and advise on breakthrough policies to remove institutional and resource bottlenecks; encourage innovation, digital transformation, and green transformation in tourism; advise on supplementing and adjusting the Tourism System Planning for the period 2021-2030, with a vision to 2045, ensuring consistency with urban and rural planning and administrative unit restructuring, creating new development spaces for tourism.
The Ministry of Public Security continues to strengthen solutions applying information technology and digital transformation to improve the process and procedures for issuing electronic visas; simplify and expedite immigration control procedures at border gates, creating maximum convenience for tourists. It will also lead and coordinate with the Ministry of Foreign Affairs to propose a more flexible visa policy; focusing on researching and proposing the expansion of unilateral visa exemptions for large and potential source markets, in order to attract high-quality tourists to Vietnam.
The Deputy Prime Minister instructed the Ministry of Foreign Affairs to intensify the provision of information and promotion of Vietnam's visa policy to international friends. They were also tasked with researching and proposing amendments to relevant legal documents to facilitate the effective implementation of Vietnam's tourism promotion and marketing policies abroad.
The Ministry of Industry and Trade is stepping up efforts to integrate the promotion of Vietnam's tourism brand and image into trade promotion programs, international fairs, and exhibitions; and to effectively leverage the bridging role of the Vietnamese Trade Offices abroad to closely connect and create synergistic strength between trade promotion and tourism promotion.
The Ministry of Construction continues to prioritize investment resources for the development of strategic infrastructure, transportation infrastructure (airports, seaports, highways), and infrastructure directly connecting to national tourist areas and destinations; ensuring synchronicity, modernity, and creating seamless and convenient connections for tourists' travel.
Ministries and agencies, according to their assigned functions and tasks, should proactively coordinate with the Ministry of Culture, Sports and Tourism to develop practical solutions to promote rapid, effective, and sustainable tourism development in the coming period.
The People's Committees of provinces and centrally-administered cities should consider establishing and strengthening local tourism development steering committees; proactively review and adjust planning, and develop tourism development projects in accordance with local realities and regional planning orientations; implement policies to attract strategic investors and large enterprises to invest in technical infrastructure, entertainment areas, and high-class resorts; strengthen state management of tourism, ensure environmental hygiene and food safety, and build a civilized, friendly, and hospitable tourism environment.
