Solid foundation

Looking back at the 2020-2025 term, amidst many favorable conditions and intertwined challenges, the 13th Central Committee of the Communist Party of Vietnam clearly demonstrated unwavering political resolve, high levels of unity and cohesion, leading the country through challenges, maintaining political stability; promoting positive socio-economic development; and ensuring national defense and security. Vietnam's position and prestige in the international arena have been increasingly enhanced.

Closely following the working days of the 14th National Congress, Comrade Nguy Van Than, former Standing Deputy Secretary of the Tuyen Quang Provincial Party Committee, believes that a major highlight and a correct policy of the Party in the past term was the reorganization of administrative units, streamlining the organizational structure, and improving the effectiveness and efficiency of the political system to meet the requirements of development in the new period. In this process, the Party has been frank, serious, and open-minded, fully acknowledging both the achievements and the limitations, especially regarding the cadres and key officials at all levels.

It is precisely this strictness and consistency that has garnered strong support and approval from the people, contributing to making our Party stronger, cleaner, and more stable. This has enabled the timely removal of corrupt elements, creating a healthy environment where dedicated and capable cadres can work and contribute with peace of mind. This is a difficult but absolutely necessary step in building and reforming the Party.

Closely following the working days of the Congress, Comrade Nguy Van Than affirmed: “I have high expectations that each Congress will draw profound lessons from experience in personnel work and identify this as a key task, with specific and clear goals and targets, thoroughly overcoming the situation where words do not match actions. The General Secretary 's speech at the 14th Congress was very specific and practical. The important issue is to have sufficiently strong measures to manage and control power, and to ensure that the cadre operates within the framework of discipline, order, and regulations of the Party and the laws of the State.”

Along with Party building, economic development is considered the central and crucial driving force of national development. Through the promulgation and implementation of numerous policies and solutions aimed at removing institutional bottlenecks and unlocking resources for development, the economy has undergone a strong transformation, increasingly prioritizing the quality of growth, promoting innovation, digital transformation, green economy, circular economy, and linking economic growth with social progress and equity.

Comrade Nguyen Trung Tai, former Standing Committee member of the Provincial Party Committee and former Head of the Provincial Party Committee's Organization Department of Ha Giang, expressed: "The contents discussed at the Congress objectively reflected the picture of economic development. This is the premise for the new Central Committee of the Party to continue to formulate and implement major policies to ensure double-digit economic growth and realize the goals of national development in the new period."

Mr. Tran Nhat Vuong, Director of Nam Nhat Construction Consulting Joint Stock Company, Ha Giang 1 Ward, believes that the policies set forth by the Congress will continue to create a transparent and stable investment and business environment, remove institutional "bottlenecks," and thereby unlock resources for the sustainable development of the private sector. Businesses expect the 14th Central Committee to be composed of individuals with strong political acumen, innovative thinking, and the courage to think, act, and take responsibility for the common good. They also trust that the new Central Committee will continue to issue strategic policies, support businesses, and create a stable and transparent investment and business environment. This will strongly unleash social resources, promote rapid and sustainable growth, and realize the aspirations for national development in the new era.

Inspiring the desire for development

Based on the comprehensive achievements of the previous term, cadres, Party members, and the people of Tuyen Quang province expect the 14th Central Committee of the Party to be a united, resolute, and intelligent collective, capable of leading the country to overcome challenges, seize opportunities, and realize the aspiration of building an era of strong, prosperous, civilized, and thriving development.

Expressing his enthusiasm and confidence in the results of the 14th Party Congress, Mr. Truong Duong Thanh, former Deputy Head of the Internal Affairs Committee of the Tuyen Quang Provincial Party Committee, Secretary of the Party Branch, and Head of Residential Group 5, Minh Xuan Ward, hoped: “The new Executive Committee will be exemplary individuals representing the entire Party in terms of pioneering spirit, exemplary conduct, moral character, competence, and prestige; daring to think, daring to act, and daring to take responsibility for the national interest; close to the people, serving the people, possessing innovative thinking, strategic vision, and ready to accept and successfully complete all assigned tasks.”

Comrade Hoang The Hanh, Deputy Secretary of the Provincial Youth Union and Head of the Provincial Youth Union and Youth Affairs Committee, shared: “We expect the 14th Central Executive Committee to continue to issue policies and decisions that create opportunities for young people to contribute and dedicate themselves to the country and the community.”

That belief is also clearly evident in the religious and ethnic minority communities in the province. Ms. La Thi Ty, from Dong Chuong village, Binh Ca commune, shared: “I am very interested in the personnel work at the 14th Party Congress. I have high expectations for a team of cadres who are virtuous and talented, capable of shouldering the important responsibilities before the Party and the people.”

In Son Vi border commune, over the past few days, officials, Party members, and people from the most remote border region of the province have gathered at the commune headquarters and village cultural centers to follow the Party Congress. Comrade Sung Mi No, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Son Vi commune, expressed: “Based on the practical experience of the highlands and border areas, the commune hopes that the new Central Committee of the Party will continue to build upon the achievements and experiences of the previous term, and at the same time, quickly implement policies and guidelines to develop the economy and society, improve the lives of the people, strengthen national defense and security, and maintain national border sovereignty.”

The 14th National Congress of the Party marked a historically significant milestone, embodying the wisdom, will, and aspirations for development of the entire Party, people, and armed forces. With 12 major orientations, 6 key tasks, and 3 strategic breakthroughs clearly defined, along with a decisive, systematic, and scientific approach to action, the Congress laid a solid foundation for a new stage of national development in the era of national progress.

General Secretary To Lam emphasized: “The Party's policy regarding the 14th Party Congress, the Central Committee, the Politburo, and the Secretariat must place special emphasis on quality; the number and structure must be appropriate, meeting the needs of comprehensive leadership, and strengthening the Central Committee members in important positions, jobs, and priority areas.” The people of Tuyen Quang, as well as the people of the whole country, place their trust in the personnel of the new Party Central Committee, which embodies the wisdom, courage, and aspirations of the entire nation, charting the path to a new era in a new context with unprecedented opportunities and challenges.

Special policies for education in border regions.

As an educator working in a border commune, directly involved in the "nurturing of human resources" in a disadvantaged area, I hope that the Congress Resolution will continue to place education and human development at the center of the national development strategy. In particular, attention should be paid to developing specific policies for border areas, which are both the frontline of the Fatherland and a cornerstone for training local human resources to serve sustainable development. This includes prioritizing the recruitment of cadres and teachers based on their working region, ensuring timely and accurate placement according to staffing quotas, and ending the long-standing teacher shortage at the grassroots level.

Furthermore, it is necessary to apply policies and regulations for teachers and staff in border areas equivalent to those in particularly difficult areas, in order to attract and retain capable and dedicated personnel, creating a sustainable foundation for the education cause in these border regions. With the decisions made by the Congress, each of us educators is even more conscious of our responsibility, persistently staying in our schools and classrooms, bringing knowledge, faith, and aspirations for change to the younger generation in border areas, contributing to building our homeland and safeguarding our borders through education.

Ms. Ly Thi Phuong An
Party Branch Secretary and respected figure in Lang Chau village, Yen Son commune.

We place our full trust in the new Central Committee.

The implementation of Party resolutions over the years has brought about significant changes to Lang Chau village: Infrastructure has been invested in comprehensively with a 1.8 km long inter-village road, facilitating daily travel, production, and living for more than 223 households.

Along with infrastructure development, the village economy is gradually flourishing. Residents are focusing on developing forestry, aquaculture, and broom making; many young people are employed in nearby businesses, earning stable incomes of 8-10 million VND per month. As a result, living standards are gradually improving, the number of poor households has decreased to 9; and 100% of temporary and dilapidated houses have been eliminated.

Most importantly, the people's trust has been strengthened. Difficulties and obstacles regarding the construction of cemeteries, cultural centers, etc., have all been resolved definitively through consensus and voluntary participation. Today, Chau Village is a cultural village, with 98% of families achieving the title of "Cultural Family".

I place my full trust in the new Central Committee. I hope that the decisions of the 14th National Congress will continue to focus strongly on the grassroots, paying deeper attention to ethnic minority areas; prioritizing investment in infrastructure, sustainable livelihoods, and creating local jobs. When the resolutions are put into practice and the people wholeheartedly implement them, that will be an important intrinsic strength for stable and sustainable rural development.

Making breakthroughs in administrative reform.

We have confidence in the new Executive Committee with its leadership team possessing strong character, intelligence, and strategic vision. I expect the Central Committee to continue to prioritize and promote administrative reform in a substantive manner, placing businesses and citizens at the center of the reform process. Many major policies and initiatives will be implemented decisively and synchronously; especially institutional and administrative reforms, cutting down on cumbersome procedures, and enhancing the responsibility of officials and civil servants; creating an increasingly open and transparent investment and business environment, helping businesses confidently expand production and business. This will be an important driving force for the sustainable development of businesses, making a positive contribution to the goal of building a developed and prosperous nation in this era of national progress.

The people of the ethnic groups in the border commune of Thang Tin are very enthusiastic and confident in the policies and guidelines set forth by the Party. The directions for socio-economic development, border security, and people's well-being, as clearly outlined in the resolution, demonstrate close attention to the border region and ethnic minority communities. We, the people, are highly in agreement and ready to work together with the Party committee and government to effectively achieve the set goals. We expect that in the future, the Party and State will continue to invest in transportation infrastructure, support livelihood development, improve the quality of education and healthcare; and at the same time create conditions for the people to develop their agricultural strengths while protecting forests and maintaining national border sovereignty. With that belief, the people of Thang Tin are determined to unite, work hard, maintain security and order, and build a more stable and prosperous border homeland.
