The meeting assessed the situation and performance of the Steering Committee in the first quarter of 2025; directions and tasks for the second quarter of 2025.

Accordingly, in the first quarter of 2025, the Steering Committee advised the Standing Committee of the City Party Committee to issue documents specifying the Party's guidelines and policies, the State's laws on preventing and combating corruption, waste, and negativity, and the conclusions of the General Secretary and Head of the Central Steering Committee; perfecting the Steering Committee and amending and supplementing the Regulations on functions, tasks, powers, organizational structure, working regime, and working relations of the Steering Committee.

The work of preventing, detecting and handling corruption, waste and negativity has been implemented synchronously and effectively. The work of propagating and disseminating the Party's guidelines and policies and the State's laws has continued to be strengthened.

Judicial agencies continue to coordinate closely, detect and strictly handle corruption and negative violations; prosecution agencies have prosecuted and investigated cases related to corruption, economics and positions.

The City Party Committee's Inspection Commission has inspected when there were signs of violations in 2 Party organizations under the City Party Committee, considered disciplinary action against 1 Party organization and disciplinary action against 1 individual.

Speed up the progress of resolving cases, especially cases and incidents under the supervision and direction of the Standing Committee of the City Party Committee and the Steering Committee; have completed the proposal to the Central Steering Committee to remove 4 cases and incidents from the supervision and direction list (up to now, there has been a document from the Central Internal Affairs Committee agreeing with the Standing Committee of the City Party Committee on removing the above 4 cases and incidents from the supervision and direction list).

Propose that the Central Steering Committee remove 1 case from the list of cases to be monitored and directed; remove 1 case from the list of cases to be monitored and directed by the City Steering Committee.

Focus on directing and reviewing projects that are behind schedule, slow to implement, or prolonged, with signs of causing loss and waste, and select a number of projects to be monitored and directed by the Standing Committee of the City Party Committee and the Steering Committee for handling. Direct the removal of difficulties and obstacles in appraisal and valuation work in cases and incidents.

Speed up the investigation and handling of corruption and negative cases.

Regarding the direction and tasks of the second quarter of 2025, the Steering Committee continues to innovate content and methods, improve the operational efficiency of the Steering Committee, the Standing Steering Committee and the Standing Agency of the Steering Committee; continue to focus on directing Party committees at all levels, Party organizations and unions to well perform a number of key tasks.

In particular, the Steering Committee directs Party committees, Party organizations and unions to promptly concretize the policies, solutions, conclusions and directions of the Central Committee, the conclusions of the Steering Committee and the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity.

Synchronously implement solutions to prevent and combat corruption, waste, and negativity; build a culture of integrity, self-awareness, and voluntary non-corruption, waste, and negativity among cadres, party members, and the people.

Promote the application of science, technology, administrative reform, digital transformation; be transparent, avoid negativity and inconvenience in handling administrative procedures. Build and connect digital documents to serve the control of assets and income, inspection and examination to effectively carry out the work of preventing and combating corruption, waste and negativity.

Along with that, focus on directing the acceleration of investigation and handling of corruption and negative cases, especially cases and incidents monitored and directed by the Standing Committee of the City Party Committee and the Steering Committee for handling, to be completed in October 2025.

Review and find solutions to completely handle projects that are behind schedule, have long-term backlogs, are ineffective, cause loss and waste. Focus on checking, supervising, investigating, prosecuting, and trying cases related to corruption, waste, and personnel of Party Congresses at all levels. Direct the complete handling of obstacles in the work of appraisal, valuation, and recovery of corrupt and negative assets.

Strengthening the prevention and fight against corruption, waste and negativity associated with completing the arrangement and streamlining of the political system apparatus and Party Congresses at all levels in localities; correcting the mentality of waiting and delaying work resolution, causing congestion and wasting time, effort and money of the State, people and businesses.

At the meeting, the Steering Committee agreed to put 4 projects that are slow to implement, have been delayed for a long time, and have signs of causing waste and loss in the fields of transportation and basic construction investment into the list of projects that the Steering Committee for Anti-Corruption, Waste and Negativity of the city monitors and directs handling.
