"I am happy," "I am satisfied"...
As soon as news broke that Quang Ninh province would be holding an art program celebrating the 14th National Party Congress, commemorating the glorious founding day of the Party, and welcoming the New Year 2026 with the theme "Proud to follow the glorious Party - Quang Ninh soars to new heights" on January 25, 2026, at 30/10 Square, Ha Long Ward, the atmosphere in many residential areas and neighborhoods throughout the province became much more excited. On social media, many groups and individuals shared about the scale and grandeur of the program. A large-scale, free music event held right before the Lunar New Year is not only a cultural event but also considered a "special spiritual gift" that the province is giving to its people. Everyone seems to be "counting down" to January 25th to immerse themselves in the vibrant atmosphere of the concert "Proud to follow the glorious Party - Quang Ninh soars to new heights".

Ms. Tran Thi Thu Huong from Cam Pha ward proudly shared: "Living in Quang Ninh now, I feel like I'm enjoying 'privileges' that were previously only available in big cities like Hanoi or Ho Chi Minh City. In four months, the province organized four consecutive music concerts and distributed free tickets to the people, allowing us to enjoy world-class artistic programs right here in our local area without having to travel far to meet top stars. Being immersed in the joy of tens of thousands of people, listening to proud melodies and watching the dazzling fireworks, I feel like a truly happy citizen of a land worth living in."
In the last three months of 2025, the province consecutively organized three special art programs: In October, the Ha Long Concert 2025 - The Spirit of Heritage - Brightening the Future; in November, the Quang Ninh Concert - Heroic Mining Land; and in December, the Quang Ninh Countdown Concert to welcome the New Year 2026: Discipline - Unity, Building the Future. The concerts are held on a very large scale, with 30,000-50,000 attendees, and feature many famous singers and artists. Admission is free for all attendees. |
The happiness and satisfaction of the people in the province are also reflected in many aspects, including the increasingly developed economy; the synchronized and modern transportation infrastructure; changes in administrative procedures; and the increasingly better care for social welfare, healthcare, and education. Mr. Nguyen Van Tien (Hong Gai ward) shared: "Since the Tran Quoc Nghien coastal road was built, every afternoon I cycle around and stop to admire the scenery at Hon Gai beach, then exercise in public spaces. The coastal road extends for several tens of kilometers all the way to Cam Pha, every section is clean, beautiful, and picturesque, becoming a great cycling route for our group on weekends, which is extremely enjoyable."

The satisfaction isn't limited to urban residents. Many people in remote areas, islands, and ethnic minority communities in the province are also proud to see the changes in their homeland and happy to benefit from the province's development. Few would have imagined that Ky Thuong commune, a remote mountainous area nearly a decade ago, was quite isolated from other localities due to its distance from the center and its winding, narrow, and steep roads. Now, it has become a popular tourist destination. The road to Ky Thuong has been invested in and expanded, and infrastructure, including schools, health clinics, electricity, and telecommunications, has been developed. The Ky Thuong Am Vap Farm community tourism area in the remote Khe Phuong village is now more accessible to tourists, creating jobs and income for local people while promoting local cultural identity and values. Mr. Ly Tai Ngan from Ky Thuong commune said: "Previously, due to difficult transportation conditions, we only went to town once a month. But now, with expanded roads and widespread internet coverage, we can order goods from home and have them delivered right to our door, just like in the city. It's incredibly convenient."

When "people's happiness" is the highest goal.
Over the years, Quang Ninh has identified "economic development" as the top priority and has focused all resources on its implementation. Only through long-term development can the province accumulate and prepare the necessary prerequisites, conditions, and foundations to achieve the goal of building Quang Ninh into a model province that is prosperous, beautiful, civilized, and modern. This will enable the province to care for the well-being of its people and also serve as a measure of the prestige, capacity, and leadership skills of the Party committees and government at all levels within the province.
During the 2020-2025 term, despite facing unprecedented challenges, with high political determination and the spirit of "Discipline and Unity," the Party Committee, government, and people of all ethnic groups in Quang Ninh province have united and steadfastly pursued the goal of rapid and sustainable development, linked with the innovation of the growth model. As a result, the province's economy has maintained high and stable growth. The province's economic growth rate (GRDP) for the 5 years from 2021-2025 is projected at 10.4% per year, 1.7 times higher than the national average. This pace has led to a rapid increase in the size of Quang Ninh's economy, reaching VND 395,000 billion in 2025, 1.9 times higher than in 2020. Notably, in 2025, the province's GRDP is projected to grow by 11.89%, the highest in the country and also the highest growth rate for the province during the 2021-2025 period. Total state budget revenue will surpass VND 84,500 billion for the first time; and GRDP per capita will exceed USD 10,400 – both the highest levels ever. These impressive figures clearly reflect the quality of growth coupled with improving the people's living standards, a goal the province has been determined to achieve in recent years.

Based on specific resources, the province implements many policies. It is crucial to improve the quality of life for the people, ensuring that all citizens in the province benefit from inclusive growth, leaving "no one behind." To realize this goal of happiness, Quang Ninh has focused on addressing one of the biggest challenges: the widening gap between rich and poor and the regional disparity. On May 17, 2021, the Provincial Party Committee issued Resolution No. 06-NQ/TU "on sustainable socio-economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030." Resolution 06 demonstrates the determination of the entire political system of the province to concentrate resources on communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas to "awaken" these disadvantaged regions.
Over the past five years, the province has mobilized a massive amount of capital, exceeding 120,000 billion VND, to invest in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas. Of this, only 4,200 billion VND (approximately 3.5% of the total) came from the state budget, with the remainder mobilized from the people, collectives, and individuals. Thanks to this investment, new roads have been opened, bridges have been built, and schools and health stations have been renovated, bringing about comprehensive changes to rural Quang Ninh. The average per capita income in ethnic minority, mountainous, border, and island areas has significantly improved, reaching 83.79 million VND/person/year by the end of 2024, an increase of 40.09 million VND/person/year, 1.9 times higher than in 2020, narrowing the gap with urban areas.

Ensuring social security, social welfare, social progress and equity; and simultaneously improving the overall quality of life for the people according to the criteria of the Happiness Index have always been a top priority for the province. During the 2021-2025 period, total social security expenditure across the province reached 4,278 billion VND, focusing on policies related to employment, housing, production land, clean water, vocational training, education, healthcare, poverty reduction, gratitude and compensation, insurance, relief, and caring for and improving the lives of the elderly, single parents, people with disabilities, those who have lost their ability to work, and orphans... In the field of education, the province has implemented humane policies such as waiving tuition fees for students at all levels during difficult periods, and investing in the construction of standard schools in key areas. The percentage of schools meeting national standards increased from 87.32% in 2020 to 91.91% in 2025. The province determined that investing in education is investing in the future, creating a generation of citizens with sufficient capacity to take control of their lives and contribute to their homeland.

Alongside education, the healthcare system has received comprehensive investment. Over the past five years, the province has allocated more than 5,000 billion VND from its budget to healthcare, focusing on investing in a modern and integrated healthcare system. Many new hospitals have been built and put into operation, such as the Geriatric and Rehabilitation Hospital, the Lung Hospital, the Quang Ninh CDC, and the Dong Trieu Regional General Hospital. Not only focusing on building modern hospitals in the city center, Quang Ninh also places special emphasis on improving the capacity of grassroots healthcare. The application of information technology in medical examination and treatment and the deployment of skilled doctors to lower-level facilities have helped people access high-quality healthcare services right in their locality. To date, provincial-level hospitals in Quang Ninh can perform nearly 50% of the techniques available at central-level hospitals. The rate of multi-level referrals in Quang Ninh is currently only 3.95%, the second lowest in the country, significantly lower than the national average of 11.32%. The rate of people participating in health insurance reached 95.75%.

Furthermore, the province focuses on building a civilized and modern society, placing people at the center of the development process. This process is clearly guided through specific policies and guidelines. For example, Resolution No. 11-NQ/TU dated March 9, 2018, of the Provincial Party Committee "on building and developing the culture and people of Quang Ninh to meet the requirements of sustainable development," and Resolution No. 17-NQ/TU dated October 30, 2023, of the Quang Ninh Provincial Party Committee "on building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development" have set out goals and solutions to improve the quality of life and form a civilized lifestyle in line with overall development. The province has also developed a "Code of Conduct in Quang Ninh Province," setting standards for communication and behavior in public places, families, agencies, and businesses. "The 'Digital Culture Criteria for Civilized and Courteous People in Quang Ninh in the Digital Environment' contributes to educating awareness and creating positive habits in culturally appropriate behavior in the digital environment; it simultaneously creates a civilized, courteous, and healthy digital environment while ensuring the safety of each participant and preventing violations of the law in cyberspace... Implementing these rules contributes to raising people's awareness, forming a civilized and courteous lifestyle, and creating a positive social environment."
Over the years, the provincial government has also promoted administrative reforms, supported startups, and created conditions for people to choose development paths suitable to themselves. For many consecutive years, the province has been among the top in the country in the Provincial Competitiveness Index (PCI) and the Public Administration and Governance Performance Index (PAPI), demonstrating transparency in management and the people's trust in the government. Reducing administrative procedures and increasing transparency in processes not only facilitates businesses but also reduces inconvenience and builds strong trust among the people.
Improving the overall living standards of the people.
Persistently pursuing the goal of "people's happiness," for the 2025-2030 term, Quang Ninh province has identified one of its major objectives as: comprehensively improving the lives of its people; building a prosperous, civilized, modern, and happy Quang Ninh. Accordingly, the province has set key objectives closely linked to the principle of putting the people at the center, as the goal for all actions, such as: an average annual growth rate of Gross Regional Domestic Product (GRDP) of 12% during the 2026-2030 period; GRDP per capita reaching US$20,000; an average annual growth rate of total social investment exceeding 12% during the 2026-2030 period; a trained workforce rate exceeding 90%, of which 48% have degrees or certificates; an unemployment rate below 2%; 68 hospital beds per 10,000 people; and 19 doctors per 10,000 people. There are 8 university-trained pharmacists per 10,000 people; 33 nurses per 10,000 people; the health insurance coverage rate reaches 100%; the province strives to have a Human Development Index (HDI) in the top 5 provinces and cities nationwide; the average life expectancy of the people is over 76 years. The entire province no longer has poor households according to the national multidimensional poverty standard.

Accordingly, to achieve the above objectives, the province unanimously agreed to focus on key tasks, including continuing to promote administrative reform, creating breakthroughs in improving a favorable, open, transparent, and stable investment and business environment, building an honest, proactive, and service-oriented government that serves the people and businesses. Particular attention will be paid to developing culture and human resources, building a rich and distinctive Quang Ninh culture, preserving and promoting heritage values, and developing the heritage economy. At the same time, the province will rapidly narrow the gap between rich and poor and regional disparities; improve the quality of education, training, and healthcare services, and ensure the comprehensive development of people's lives.
In the final days of 2025 and the beginning of 2026, the province has implemented and commenced a series of policies, projects, and tasks, rapidly aiming towards the goal of "creating a happy Quang Ninh." The Provincial People's Council issued Resolution 83/2025/NQ-HĐND dated November 14, 2025, stipulating the giving of gifts to eligible individuals on the occasion of the Lunar New Year and the 80th anniversary of National Day on September 2nd, with a broader scope and number of beneficiaries. Accordingly, for the first time, households that have escaped poverty, households that have escaped near-poverty, and people aged 70 and above throughout the province will receive Tet gifts from the provincial budget. Resolution 86/2025/NQ-HĐND dated November 14, 2025, stipulates the policy of supporting milk consumption at school for preschool and primary school students studying at educational institutions in the province during the 2025-2030 period. Accordingly, nearly 200,000 students at more than 650 educational institutions, including kindergens, primary schools, and independent private preschools, will benefit from the policy for five years. These are outstanding social welfare policies, clearly demonstrating a people-centered development mindset, ensuring that everyone enjoys the fruits of inclusive and substantial growth.
Most notably, the province has allocated 2,300 billion VND from the provincial budget to 54 communes, wards, and special zones to invest in the construction, upgrading, and expansion of transportation infrastructure, drainage systems, urban beautification, existing residential areas, and the investment and upgrading of cultural institutions. This is a crucial resource for localities to simultaneously implement urban beautification projects, creating better living, learning, and working spaces for the people.

On December 19, 2025, Quang Ninh simultaneously commenced and inaugurated 31 key projects and works with a total investment of nearly 390,000 billion VND, focusing on various fields such as transportation infrastructure, urban development, industry, services, healthcare, and education. These projects celebrate the 14th National Congress of the Communist Party of Vietnam and also carry profound political, economic, and social significance. They also demonstrate the province's goal: comprehensively improving the lives of its people, placing them at the center of development.
It is evident that Quang Ninh today is not only one of the leading economic hubs in the North, but also a prime example of a "livable" place, where every citizen is proud to live, contribute, and be happy on their homeland. With the wise leadership of the Provincial Party Committee, the unity of the entire political system and the people, the goal of building a prosperous, civilized, modern, and happy Quang Ninh will not only be an aspiration, but will soon become a reality.
