
The Social Insurance Office of Van Lang District is responsible for six communes: Na Sam, Van Lang, Thuy Hung, Hoi Hoan, Hoang Van Thu, and Quoc Viet. The workforce in this area is mainly self-employed, with unstable incomes. To increase the number of insurance participants, the unit has implemented appropriate solutions. Mr. Nong Quoc Hanh, Deputy Director of the Social Insurance Office of Van Lang District, stated: "We have identified the key solution as continuing to review and classify target groups according to each area; strengthening coordination with local authorities and relevant agencies and units to identify new target groups; and innovating communication methods to be closer to the people and easier to understand so that people clearly see the benefits of participation."
Specifically, the unit proactively coordinated with the People's Committees of 6 communes to review and compile a list of potential target groups, and at the same time, organized specialized propaganda conferences.
In particular, the Van Lang branch of the Social Insurance agency has proactively combined direct communication with the application of digital technology . In 2025, 101 relevant pieces of information were posted on the fanpage, attracting over 11,500 views and 171 shares; over 1,500 informational leaflets were distributed to residential areas, schools, and businesses. Entering 2026, communication activities will continue to be innovated in a flexible and grassroots-oriented manner, with an average of about 10 pieces of information on insurance policies posted each month, attracting over 1,000 views and dozens of shares.
In implementing the Provincial Social Insurance Plan on organizing a campaign to promote and encourage people to participate in social insurance and health insurance in 2026, the Van Lang branch of the Social Insurance agency has intensified its outreach efforts through small groups, directly distributing leaflets, providing advice, and mobilizing people in residential areas, markets, and other crowded places. This approach has proven effective, making it easier for people to access, understand, and proactively participate.
In early May 2026, at the central market of Na Sam commune, Ms. Hoang Thi Ngoc Huyen, a social insurance and health insurance collection officer (Na Sam Post Office), persistently approached each small business owner to provide advice. Besides distributing leaflets, she also explained in detail the contribution levels, benefit levels, and provincial support policies to help people easily understand and choose. “At first, many people were hesitant, but after clear explanations, they gradually changed their perceptions and proactively participated,” Ms. Huyen shared.
Through such direct outreach sessions, people's awareness has gradually improved. Ms. Chu Thi Nga, from Ta Cooc village, Na Sam commune, who recently joined voluntary social insurance after being encouraged to do so, said: "Before, I thought joining social insurance was difficult, but after the officials explained it thoroughly, I realized the contribution level was reasonable, and I would have a pension later, so I decided to join to have peace of mind in my old age."
Beyond simply increasing the number of participants, the Van Lang branch of the Social Insurance agency also focuses on modernizing payment procedures, considering this a "lever" to improve service quality. By the end of 2025, 1,041 out of a total of 1,544 pensioners and social insurance beneficiaries in the area will receive their payments via ATM accounts, accounting for 67.42%, and this number is expected to increase to over 77% in the first four months of 2026.
Thanks to this, the coverage of social insurance and health insurance in the communes under the responsibility of the Van Lang commune-level social insurance agency is increasingly expanding. As evidence, by the end of March this year, the total number of people participating in social insurance and health insurance in the six communes reached over 50,000, an increase of more than 6,700 people compared to the same period in 2025. With a systematic and practical approach, the Van Lang commune-level social insurance agency is gradually and effectively exploiting the potential in the area, contributing to expanding the coverage of social insurance and health insurance, aiming towards the goal of ensuring sustainable social security.
