The processing and manufacturing industry has always been identified as the pillar of Thanh Hoa industry, with added value (VACN) accounting for nearly 87% of the province's VACN. The export turnover of processed and manufactured industrial products also accounts for 90% of the total value of exported goods. In order to promote the strengths, enhance the value of the industry, and implement the roadmap to make Thanh Hoa an industrial center of the region and the whole country, the province continues to propose new directions and solutions in the Project on Developing the Processing and Manufacturing Industry of Thanh Hoa Province to 2030.
Nghi Son Refinery and Petrochemical Plant will complete maintenance in 2023, with contributions from businesses in Thanh Hoa's processing and manufacturing industry.
According to the project, Thanh Hoa will focus on developing the processing and manufacturing industry, in the direction of expansion and new investment, adding heavy industries along with expanding, modernizing, and increasing the efficiency of light industries; gradually increasing the proportion of industries and products with high technology content, deep processing and export; developing key industries such as petrochemical refining, chemicals, garments, footwear, construction materials, processing of agricultural, forestry and fishery products, manufacturing of machinery and equipment for agricultural production; encouraging the development of metal industries, mechanical engineering, supporting industries, electronics - information technology with high science and technology content.
By combining industrial development and infrastructure investment; synchronous construction and improving the operational efficiency of industrial parks (IPs), industrial clusters (ICs); quickly implementing projects in Nghi Son Economic Zone (KKTNS), creating a growth nucleus for the development of the whole province's economy, the target of the processing and manufacturing industry in the 2021-2025 period, with a vision to 2030, is built with the VACN value reaching 62,090 billion VND by 2025; 110,520 by 2030, accounting for 92.1% of the VACN of the whole province. The average growth rate of VACN in the processing and manufacturing industry in the 2021-2025 period is 16.4%; in the 2026-2030 period is 12.2%, higher than the average growth rate of the industry.
In this orientation, the mechanical, electronic and metal manufacturing industry group will focus on developing mechanical, electronic and metal manufacturing products associated with high-tech applications, developing industrial products supporting the mechanical, electronic and metal manufacturing industries to serve automobile assembly and mechanical manufacturing; attracting investment in mechanical, electronic and metal manufacturing in the NSK, industrial parks, focusing on the Western Industrial Park of Thanh Hoa City and Lam Son - Sao Vang Industrial Park; encouraging investment in supporting industrial projects in the mechanical industry, manufacturing equipment, machinery spare parts, electric motors, agricultural machinery, construction machinery, assembling means of transport, and consumer electromechanical products.
The chemical, rubber and plastics industry will attract new projects and expand existing projects such as: investing in expanding phase 2 of Nghi Son Refinery and Petrochemical Plant, increasing capacity to about 20 million tons of crude oil/year; continuing to attract projects to process products from petrochemical refining such as producing propylyne, PET synthetic fiber, DAP fertilizer, polyethylene, paraxilene; speeding up the implementation of project No. 1 - Duc Giang Chemical Complex in NSK, with a capacity of 136,000 tons of products/year; investing in expanding projects No. 2 and No. 3, bringing the total capacity of all 3 projects to 386,000 tons of products/year; creating conditions for the Radial Tire Factory project (phase 1), with a capacity of 960,960 products/year in Bim Son Industrial Park to operate stably; Promote the expansion of phase 2 and 3, bringing the total capacity of the factory in all 3 phases to over 1,960,000 products/year.
For the construction materials manufacturing industry, we will complete investment and put into stable operation 5 cement factories; continue to promote investment in innovation in mining and processing technology for stone export, maintain output at about 25 million m2/year; stabilize production of floor tiles at 15 million m2/year; limit the development of burnt brick and tile production, develop more strongly unburnt construction material products; produce smart roofing sheets, ecological roofing sheets, high-quality plastic roofing sheets that capture natural light...
The food and beverage industry will invest in technological innovation of existing sugar factories to improve productivity and product quality; stabilize the area of raw materials, focus on in-depth investment, improve productivity and quality of raw materials; focus on building a milk processing factory of TH High-tech Agriculture and Dairy Food Joint Stock Company, completing phase I before 2025 and phase II before 2030; continue to attract more livestock and poultry processing projects in districts, towns and cities in the province to meet the needs of the domestic, domestic and export markets.
The textile, garment and footwear industry will encourage investment in garment and footwear projects in the midland and mountainous areas to attract local labor and carry out economic restructuring in mountainous districts; encourage garment and footwear enterprises to innovate technology to improve capacity and product quality; attract investment in supporting industry projects for the textile, garment and footwear industry with modern technology and environmental protection to provide local raw materials for the province's garment and footwear industry.
After the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045, was approved with the "backbone" orientation in line with the above vision, the Department of Industry and Trade coordinated with units and localities to publicize the industry development planning. Thanh Hoa Province is also directing the focus on investment in infrastructure construction, especially infrastructure development in the Economic Zone and industrial parks and industrial clusters in the area, creating a space to attract industrial production investment projects; synchronously implementing solutions to improve the investment and business environment, improving investment environment measurement indicators such as PCI, PAPI, creating favorable conditions to attract economic sectors to invest in the province.
According to the Department of Industry and Trade, despite many difficulties at the present stage, in 2023, 48 more industrial projects were approved in principle and granted direct investment certificates with a total registered capital of more than 13,300 billion VND and 228.4 million USD, mainly projects in the processing and manufacturing industry. Some industrial parks and industrial clusters are also being supported by localities to promote business procedures to establish, to anticipate new projects in the industry.
Since 2016, the province has attracted a number of projects in the supporting industry sector, typically the STech Vina Factory of a Korean investor in Bim Son Industrial Park with a total investment of about 12 million USD has come into production and business; The PECI Vietnam maintenance, repair and manufacturing workshop project of PECI Vietnam Co., Ltd. with a total investment of about 11 million USD in the NSK is operating effectively; SAB Vietnam Industrial Factory with a chain of garment accessories is preparing to come into operation in the first quarter of 2024... These are positive signals, showing that Thanh Hoa's processing and manufacturing industry has begun to show signs of forming a supporting chain according to the trend.
