Hanoi is entering a new phase of development with higher demands and goals. Science, technology, innovation, and knowledge are identified as key drivers and core foundations that will help the capital city enhance its endogenous capacity, increase competitiveness, and achieve long-term development. In this context, Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation truly becomes a guiding principle, opening up a new development model for Hanoi.
Hanoi City has been implementing Resolution No. 57-NQ/TW with the spirit that science and technology should not stop at acceptance reports, but must create operational products, measurable results, and social value; innovation to create new values. From document-based management, the city is shifting to task-based, progress-oriented, and results-based management; simultaneously, it is gradually forming a digital platform and shared data, promoting the development of the technology market and innovation ecosystem to create tangible products and concrete results, without wasting resources.
A fundamental shift in Hanoi's science and technology management thinking is the move from funding scientific tasks to commissioning solutions to the city's "major problems." A key focus is the city's identification of 30 key problems with far-reaching impacts on the entire development process of the capital, concentrating on four groups: urban bottlenecks, urban space, digital economy , and social welfare. These are all "bottlenecks" that need to be thoroughly addressed through the participation of science, technology, and innovation. Each "major problem" is clearly defined in terms of its current state, challenges, scientific and technological questions to be answered, as well as the direction of new products and models to be developed.
This approach aims to create an "open space" for agencies, businesses, experts, and scientists to participate in proposing solutions, thereby maximizing social resources. With the advantage of having 65% of leading scientists and over 100 research institutes and universities in the area, Hanoi has initially received hundreds of proposals from intellectuals to address these "commissioned" tasks...
To further enhance the effectiveness of innovation and create value in development, Hanoi is continuing to establish and promote important components of the innovation ecosystem such as: Innovation Centers based on the joint-stock company model, technology exchange platforms, digital transformation marketplaces in the form of public-private partnerships, and investment in a shared data center in 2026...
Following its approval by the National Assembly, the 2026 Law on the Capital City continues to create a legal framework and a more open mechanism for the development of science and technology, promoting innovation and digital transformation. Many specific provisions will be approved by the city in the near future. This is an important step towards perfecting the institutional framework, creating a legal environment for controlled testing (Sandbox) of new technologies, developing digital infrastructure, and fostering an innovation ecosystem.
The clear roadmap outlined above initially demonstrates the city's strong determination to achieve its goal of becoming a leading hub for innovation, with science and technology as one of the main drivers for developing a modern, civilized, and happy capital city; and at the same time, affirming its position as the innovation center of the entire country.
