Making tourism a true spearhead and a breakthrough in attracting international tourists.

On April 25th, Prime Minister Le Minh Hung chaired a meeting with the Ministry of Education and Training and the Ministry of Culture, Sports and Tourism to discuss key and urgent programs and tasks, and to address difficulties and obstacles.

In his concluding remarks, Prime Minister Le Minh Hung emphasized that the field of education and training has a very large volume of tasks and work, which the Party and State have identified as a top national priority, and which the Politburo and General Secretary and President To Lam have paid special attention to. Besides the achievements, the Prime Minister also pointed out that a significant number of documents, projects, and tasks remain unfinished; and the review, reorganization, and restructuring of higher education and vocational education institutions are still progressing slowly.

Furthermore, there is a localized shortage of teachers in many areas; the quality of education and training is still limited in some fields and places; there is still a shortage of schools and classrooms in some localities, and a lack of facilities and teaching equipment. The quality of textbooks still has limitations; vocational training in many fields still does not meet the requirements of the labor market...

The Prime Minister requested a focused review, reorganization, and restructuring of higher education and vocational education institutions, merging or dissolving those that do not meet standards. He also called for ensuring sufficient standardized textbooks for nationwide use starting from the 2026-2027 academic year; preparing and organizing the 2026 high school graduation exam safely, seriously, and effectively; and gradually introducing English as a second language in schools.

The Prime Minister hopes that the leaders of the Ministry of Education and Training will be more proactive, decisive, thorough, and effective, focusing on removing bottlenecks and ensuring greater progress and tangible results in the implementation of the sector's work.

Reporting at the meeting, the Ministry of Culture, Sports and Tourism stated that tourism will continue to be a bright spot in 2025. For the first time, Vietnam will welcome 21.5 million international visitors per year, with total tourism revenue estimated at approximately 1 trillion VND in 2025. Regarding digital transformation, the industry has basically completed four databases (cultural heritage, artifacts, copyright, and press); and has begun to form a national digital tourism platform integrating multiple data sources.

In his concluding remarks, Prime Minister Le Minh Hung emphasized that the Ministry of Culture, Sports and Tourism manages a very broad field with a significant social impact. Alongside the achievements, the development and contribution of tourism and the cultural industry have not been commensurate with their potential and advantages. Existing shortcomings include the quality of staff, human resources, and the risk of the disappearance of folk artisans… High-performance sports still lag far behind other countries in the continent and the world, requiring a change in mindset and approach, early and long-term preparation, and sufficiently strong mechanisms and policies.

Directing the solutions, the Prime Minister emphasized the need to uphold the responsibility of the heads of units, implement mechanisms for monitoring, reporting, and evaluating results (KPIs), and promptly replace officials who fail to complete their tasks or ensure the quality of their work.

The Prime Minister also called for the vigorous implementation of the National Target Program on Culture, adhering closely to the objectives, principles, criteria, and target beneficiaries; creating breakthroughs in the development of physical education and sports; and investing in key areas. In particular, he emphasized restructuring, improving quality and competitiveness, and making tourism a truly leading economic sector, striving to welcome 25 million international tourists and 150 million domestic tourists by 2026.

In the context of significant global and regional changes, Vietnam is a very safe destination, presenting a great opportunity to attract international tourists. However, according to the Prime Minister, breakthrough solutions are needed. "We need to seriously consider how to avoid a situation where international tourists arrive but the majority of revenue goes to foreign partners," the Prime Minister stated.
