Bringing the dream of home ownership closer to low-income people

As a dynamic industrial center of the North, Hung Yen is attracting tens of thousands of workers from many provinces and cities to work. The need for housing, especially social housing for low-income people, is therefore increasingly urgent.

In recent years, Hung Yen province has been implementing many synchronous policies and solutions to realize the dream of workers settling down - a humane and sustainable policy, contributing to social stability and promoting local economic development.

Dream of settling down

In a new 48 m2 apartment in the Lac Hong Phuc social housing area (My Hao ward), Doan Duc Thanh, 35 years old, a driver from Pho Hien ward (Hung Yen), is busy arranging his belongings to prepare to move to his new home. The room still smells of new paint, his eyes shine with indescribable happiness, because after many years of saving, he has finally fulfilled his dream of having his own home.

Mr. Thanh confided that he works at Pho Noi Industrial Park, more than 40 km from home, and his wife is a secondary school teacher in My Hao ward. With an income of more than 20 million VND/month for both husband and wife, buying a house on land is almost a distant dream. "If we only rely on savings, we don't know when we will be able to buy a house to live in. Thanks to preferential policies from the province and the Government , my wife and I have the opportunity to own this apartment," Mr. Thanh said emotionally.

With 400 million VND saved and a preferential loan of more than 600 million VND from the bank, Mr. Thanh was able to buy an apartment at Lac Hong Phuc social housing area. Mr. Thanh's story is a living proof of the effectiveness of the social housing policy that Hung Yen province is actively implementing.

Over the past years, thousands of low-income people in the province have had access to and owned affordable apartments. According to the Department of Construction of Hung Yen, in the period of 2021 - 2030, the province aims to complete 48,500 social housing units; of which, in 2025, it strives to reach 2,250 units, and in the period of 2026 - 2030, it will reach 44,750 units.

Mr. Tran Quang Chien, Director of the Department of Construction of Hung Yen, added that up to now, the province has synchronously deployed many solutions to accelerate the progress of social housing projects. In the period of 2021 - 2024, Hung Yen has completed 1,500 units; in the first 9 months of 2025, 1,095 units were completed and put into use, and it is expected that by the end of this year, 1,483 more units will be completed, reaching 110% of the assigned target. Currently, the province is implementing 5 social housing projects with a scale of 12,258 units.

From these figures, it can be seen that the picture of social housing development in Hung Yen is becoming clearer and clearer, demonstrating the province's great determination in taking care of the lives of workers and low-income people.

Continuously supplementing housing funds

At the Yen Son project site (My Hao ward), the construction atmosphere is very urgent. The project includes 3 apartment buildings with 280 apartments, for low-income people. The sound of excavators and compactors mixed with the sound of steel colliding, shows the urgent working atmosphere. Each brick placed on the construction site also means that the dream of settling down for hundreds of workers is gradually becoming a reality.

Mr. Nguyen Ngoc Duong, representative of Yen Son Joint Stock Company, said that the investor is committed to completing the construction on schedule and ahead of schedule. It is expected that the foundation will be completed by December 2025, the structure will be completed by June 2026 and the apartments will be handed over to buyers by the fourth quarter of 2026.

Along with that, Lac Hong Phuc Investment and Development Joint Stock Company - the first enterprise to develop social housing in Hung Yen is also accelerating the progress of the social housing area in the Green City urban area (My Hao ward). The project consists of two 18-storey buildings with 564 apartments, built on an area of ​​9.8 hectares, with full infrastructure and social facilities to serve residents. According to the plan, the project will be completed by the end of 2026 and the beginning of 2027, continuing to add to the province's social housing fund.

Sharing about controlling the sale of houses to the right subjects, Ms. Nguyen Thi Thuy Nga, Director of Lac Hong Phuc Company affirmed: “We absolutely do not sell apartments to secondary investors or people who do not meet the standards. Each registration file is carefully examined, and we do not accept applications submitted on behalf of others. Only when we determine the right person and the right subject, will the company approve the registration to buy a house.”

Last August, Hoa Phat Yen My Urban Development Joint Stock Company also started construction of a large-scale worker housing and social housing area, including 27 apartment buildings with a maximum height of 11 floors and a total floor area of ​​nearly 580,000 m2. The apartments have an area of ​​36-70 m2, arranged with 1-3 bedrooms, with a commercial townhouse area with a maximum height of 5 floors on an area of ​​more than 2.3 hectares. It is expected that by June 2027, the first apartment buildings will be completed and handed over to the people.

Mr. Tran Kien Cuong, Director of Hoa Phat Yen My Company, said: The company is committed to implementing the project on schedule, ensuring quality, creating a modern living environment with synchronous utilities, meeting the long-term housing needs of workers and local residents.

According to the Director of the Department of Construction of Hung Yen, along with ongoing projects, the province has planned 73 social housing projects with a total area of ​​about 153 hectares, including 10 independent projects and 63 commercial housing projects, reserving 20% ​​of land fund for social housing development.

Hung Yen province's strong implementation of the social housing development policy not only concretizes the Party and State's major policies on social security, equity, and social progress, but also contributes to the effective implementation of the Project of 1 million social housing units in the 2021-2030 period directed by the Prime Minister.

Currently, Hung Yen is a "magnet" attracting domestic and foreign investors. Tens of thousands of experts, workers, and laborers have chosen Hung Yen as their place to settle down. Therefore, the development of worker housing and social housing is not only a practical requirement, but also a factor to ensure a stable workforce and promote sustainable socio-economic development.

The new “homes” that are gradually emerging in many wards and communes of Hung Yen province are clear evidence of a humane and practical policy of settling down to work. Each completed project not only provides stable housing for low-income people, but also opens up opportunities to form a civilized, modern residential community, in harmony between industrialization and human life.

With a drastic and flexible approach, and the support of dedicated businesses, Hung Yen province is gradually realizing the dream of settling down for tens of thousands of workers so that each home is not only a shelter, but also a peaceful support, the source of aspirations to rise up in a land that is bursting with industrial vitality.
