For a long time, Mr. Le Thuong Su (residing in A Luoi 3 commune) continued to drive a motorbike despite not having a driver's license. This situation partly stems from the lack of driver's license testing centers in A Luoi district, causing considerable difficulties and inconvenience for residents in taking exams and obtaining licenses.
Recognizing this situation, at the end of October 2025, the Traffic Police Department of Hue City Police coordinated with several related units to organize a free training and examination program for A1 driver's licenses for 100 disadvantaged people from the mountainous communes of A Luoi.
Having participated in the free program, Mr. Le Thuong Su shared: “When the classes and exams were held right in A Luoi, not only I but many other people also boldly registered to participate. Through this, we gradually completed the necessary paperwork according to regulations, contributing to raising awareness of compliance with traffic laws.”
After more than two months of implementing the training program, over 100 people gathered at the A Lưới 2 commune headquarters to participate in the A1 motorcycle driving license examination organized by the Traffic Police Department of Hue City Police. All training and examination costs were waived or partially subsidized for those from poor, near-poor, or disadvantaged households. To ensure the effectiveness of the examination, the traffic police also proactively arranged specialized vehicles to transport people to the examination site safely and on time.
Ms. Ho Thi Thanh (residing in A Luoi 1 commune) shared: "I am very happy to have received dedicated support from the traffic police officers throughout the driving test. After obtaining my driver's license, I can feel more confident using my motorbike for transportation."
According to the Traffic Police Department of Hue City Police, in recent times, the unit has proactively advised the City Police Director and coordinated with local police to review and compile a list of ethnic minority citizens aged 18 and above who have not yet been issued a driver's license. Based on this, they have developed appropriate support plans, either full or partial depending on the conditions of each case.
Trainees were also provided with transportation to medical facilities for free health check-ups, ensuring they met all the necessary conditions before participating in the training and examination for motorcycle driving licenses. Officers from the Traffic Police Department directly visited local areas to disseminate information and provide guidance on traffic laws and safe driving skills, helping trainees successfully complete the A1 motorcycle driving license training and examination. Despite the maximum support provided to the participants, the examination was still conducted rigorously and seriously. The examination board consisted of competent and experienced officers, ensuring the exam was conducted objectively and in accordance with the procedures and regulations of the Ministry of Public Security .
Lieutenant Colonel Hoang Lien Son, Deputy Head of the Traffic Police Department of Hue City Police, said that the program aims to create favorable conditions for people in mountainous areas to study, take the driving test, and obtain a Class A1 driver's license.
Organizing free training, testing, and issuance of driver's licenses for disadvantaged people and ethnic minorities is also a concrete implementation of the policies of the Party, the State, and the police force. This creates conditions for people, especially those in remote areas, ethnic minority regions, and policy beneficiary families, to access and participate in learning, testing, and obtaining motorcycle driver's licenses in accordance with regulations.
This activity not only contributes to raising awareness of traffic safety and order, reducing violations and accidents caused by driving without a license, but also supports people in traveling, working, and producing more easily, gradually stabilizing their lives. This is also one of the practical actions to effectively implement the Project "Building a disciplined, friendly, humane, and people-serving traffic police force in Hue City," contributing to building the image of traffic police officers who are close to the people, dedicated, and serving the people. This model will continue to be maintained, expanded, and implemented extensively in various areas, thereby spreading positive effects in the community.
