Philosophy of Action
According to Master Pham Van Hoa from the Regional Political Academy III, one of the distinctive values that gives Ho Chi Minh 's thought its practical vitality is its philosophy of action. This philosophy considers revolutionary action as the measure of the truth of thought, the clearest manifestation of political acumen, leadership capacity, and responsibility to the people. For President Ho Chi Minh, thought unified action, theory linked practice, and words matched deeds. He considered this both a principle of leadership and a moral standard for cadres and Party members. Because "a living example is worth more than a hundred propaganda speeches." This philosophy reflects a very modern concept: the persuasive power of the Party lies not in words but in the concrete results of actions in practice.
President Ho Chi Minh particularly emphasized decisiveness and timeliness in revolutionary action. When the time was ripe, at a pivotal moment, cadres needed to "have the courage to take responsibility, the courage to work," and absolutely avoid "detachment from the masses, detachment from reality, and falling into bureaucratic and authoritarian tendencies." This is a concentrated expression of Ho Chi Minh's philosophy of action, linked to courage, intelligence, and the willingness to take responsibility before the people.
Studying the Resolution of the 14th National Congress of the Party and the speeches of General Secretary To Lam , Master Pham Van Hoa stated that, continuing the spirit of commitment and action, the 14th National Congress of the Party clearly demonstrated the inheritance and development of Ho Chi Minh's philosophy of action, especially in the requirement to innovate the methods of leadership and organization in implementing the resolution. The Party emphasized the need to shift from correct policies to effective actions; from speaking and issuing resolutions to doing and doing to the end; considering practical results with concrete products as criteria for evaluating the leadership capacity and fighting strength of the Party organization. This is a direct application of Ho Chi Minh's philosophy of action regarding using practical effectiveness as a measure of the value of the policy.
To achieve this, this Congress places higher demands on discipline, order, and personal responsibility, especially the responsibility of leaders. This clearly reflects Ho Chi Minh's spirit of setting an example in action – where leaders must think first, act first, and take responsibility first. Only when responsibility is clearly defined for each person and task can we avoid avoidance, shirking, and formalism.
In recent directives, General Secretary To Lam has repeatedly emphasized the need for decisive, coordinated, and effective action, "transforming will into action, transforming decisions into concrete results; saying is doing, doing immediately, doing correctly, doing decisively, doing to the end, and doing effectively." This viewpoint clearly demonstrates the inheritance of Ho Chi Minh's philosophy of action in the new context, while also meeting the urgent demands of national development. Today's actions are not only to fulfill immediate tasks but also to lay the foundation for strategic goals up to 2030 and a vision for 2045. It can be affirmed that Ho Chi Minh's philosophy of action is the "key" to ensuring that the decisions of the 14th Party Congress do not remain merely guidelines but become a material force in social life. When the spirit of commitment and action deeply permeates the thinking and leadership style of the Party, the resolutions will truly come to life, creating trust and social consensus.
Decisive action - Real results
In conveying the spirit of the Party's 14th National Congress Resolution to cadres and Party members, Comrade Le Ngoc Quang, Member of the Central Committee of the Party and Secretary of the Da Nang City Party Committee, emphasized that the 14th National Congress adopted an Action Program with high practicality and political determination; the issue lies in how to organize its effective implementation. The Congress Resolution has deeply ingrained and emphasized the requirement to immediately translate the resolution into concrete actions and tangible results. The spirit of "saying and doing go hand in hand" is set as a mandatory requirement for the entire political system, with the motto: "Choose correctly - implement quickly - do it thoroughly - measure by results" for all tasks.
In this new context, even a slight delay or a single misstep will cause the city to miss opportunities for development and breakthroughs. Therefore, to progress more steadily, faster, and further, the City Party Committee must consistently adhere to the motto: "New thinking - Long-term vision - Decisive action - Real effectiveness," while resolutely leading the successful implementation of tasks that have become political mandates and essential requirements in the current period.
The Secretary of the Da Nang City Party Committee requested that the entire political system continue to strongly innovate from thinking to methods of leadership, direction, management, and task implementation, using implementation effectiveness as a measure and implementing "digital implementation discipline" on a digital technology platform. Each Party committee, each Party organization, each agency and unit, first and foremost the head, must proactively shift from "correct understanding" to "effective implementation," from "high determination" to "clear results," and from working according to plans to working according to goals and products. There must be close coordination between direction and management with inspection, supervision, and accountability; strictly implementing Conclusion No. 226-KL/TW dated December 11, 2025, of the Party Central Committee on rectifying working methods and improving the effectiveness of the political system. The results of task implementation must be evaluated regularly, monthly, even weekly, closely linked to the responsibility of the head of each organization; In this context, discipline and order must be maintained, deadlines must be adhered to, and tasks must have concrete, tangible outcomes that contribute effectively to the city's socio-economic development, not just formal plans and reports detached from reality. It must be ensured that every policy, resolution, conclusion, and action program is implemented as quickly as possible, truly becoming a driving force for development; and the happiness and satisfaction of the people should be the ultimate measure of the effectiveness of the entire city's political system.
To implement the Resolution as quickly as possible, the city's Party committee and government must correctly identify and organize the implementation of strategic goals and directions in a substantive and feasible manner, linked to specific timelines and milestones, ensuring sustainable urban development with a long-term vision. Focus on completing planning early; make strong changes in thinking, awareness, methods, and approaches to maximize the mobilization of resources for economic development; strongly promote public investment, leveraging the role of "seed capital" to lead and attract investment, especially strategic investors, and develop the private sector, striving to achieve double-digit economic growth. Accelerate investment in transportation and urban infrastructure development, digital transformation, and information technology; and orient the construction of a new administrative center based on the smart city model. Prioritize key infrastructure projects that are strategic and driving forces in areas such as seaports, airports, urban transportation, regional connectivity, TOD (Transit-Oriented Development), urban space renovation and upgrading, and effective planning and architectural management, gradually shaping a modern, civilized city with its own identity.
Furthermore, the city continues to boldly propose and pilot specific mechanisms and policies, urgently realizing the model of a Free Trade Zone - International Financial Center associated with the construction of a smart city; gradually perfecting a modern operational and governance structure, suitable to the city's reality and global development trends. The goal is to form a complete economic cycle capable of self-accumulating resources, self-expanding scale, creating new momentum, and forming the endogenous strength of the city's economy, providing a solid foundation for rapid and sustainable long-term growth.
Da Nang Party Secretary Le Ngoc Quang emphasized that Da Nang is facing "great opportunities, great challenges, and great responsibilities," with its increasingly high position, potential, and expectations from the Central Government and the people. To truly make Da Nang a pioneering, leading, and model locality in innovative thinking, effective governance, and decisive action, every Party committee, Party organization, cadre, Party member, civil servant, and public employee in the city, regardless of their position, must start today, beginning with the smallest and most specific tasks. They must do better, faster, more decisively, and see things through to the end; not only following procedures but also achieving outstanding results. They must resolutely eliminate the mentality of "standing on the sidelines, playing it safe, avoiding responsibility, and fearing mistakes" in the performance of their duties; and deeply empathize with the losses of time, cost, and effort suffered by citizens and businesses when work is delayed, stalled, or inefficient.
The driving force behind the city's development and breakthroughs is none other than the dedication, dynamism, and willingness to think outside the box, act boldly, and take responsibility for the common good of each official and Party member. Each comrade must truly be a role model of "a pure heart, unwavering determination, and unwavering loyalty to the Party and the people." With the courage, will, and aspirations for development, and the unity of the entire Party committee, government, people, and business community, Da Nang city will successfully achieve the goals and tasks of the 2025-2030 term and subsequent periods, contributing to the successful implementation of the Resolution of the 14th National Congress of the Party, and living up to the trust and expectations of the Central Committee.
