Imbued with Uncle Ho's teaching: "If you are good at mass mobilization, everything will be successful", in recent times, Ninh Binh Provincial Party Committee has continued to launch the emulation movement "Skillful mass mobilization". With many creative ways, the movement has had a strong influence and gone deep, attracting the participation of many classes of people. In the period of 2021-2023, the whole province has registered to build 1,635 models, typical examples of "Skillful mass mobilization" in various fields, contributing to socio-economic development, ensuring national defense - security and building the political system of the province, consolidating people's trust in the Party and authorities at all levels.
Decisive in leadership and direction
In order for the emulation movement "Skilled Mass Mobilization" to spread and go into depth, the Provincial Party Committee and the Standing Committee of the Provincial Party Committee have focused on leading and directing the districts, city Party Committees, and affiliated Party Committees to develop plans and effectively implement the emulation movement, promptly consolidate the Steering Committees for the emulation movement "Skilled Mass Mobilization" at all levels; organize the dissemination and implementation of the emulation movement to cadres, party members and people of all walks of life. The Standing Committee of the Provincial Party Committee periodically organizes quarterly meetings on mass mobilization work, regularly organizes tours to typical "Skilled Mass Mobilization" models of the Vietnam Fatherland Front and socio-political organizations... Thereby, promptly evaluating the results of mass mobilization work and the emulation movement "Skilled Mass Mobilization", drawing experience and replicating good models and practices, making the movement increasingly practical, effective, and having a deep influence in life.
The emulation movement "Skillful Mass Mobilization" continues to be identified by Party committees at all levels as an important and practical content to improve the quality of mass mobilization work, an important method to propagate, mobilize and persuade people to well implement the Party's guidelines and policies, the State's policies and laws. Accordingly, the emulation movement "Skillful Mass Mobilization" has focused on new and difficult tasks such as: carrying out site clearance work; sustainable poverty reduction work; building cultural life in residential areas; encouraging learning and talent; maintaining political security, social order and safety; environmental sanitation; building organizations in the political system, etc.
The authorities at all levels in the province have paid attention to directing the strict implementation of the coordination regulations between the government and the Vietnam Fatherland Front and socio-political organizations. The Party Executive Committee of the Provincial People's Committee and the People's Committees of districts and cities have signed the Coordination Regulations with the Provincial Party Committee's Mass Mobilization Committee; the program of coordinating activities with the Mass Mobilization Committees of districts and city Party Committees on implementing the contents and tasks of mass mobilization work of localities and units, especially promoting the emulation movement "Skilled Mass Mobilization"; directing the development of appropriate "Skilled Mass Mobilization" models, meeting requirements and tasks, focusing on resolving complaints and denunciations; directly meeting and dialogue with the people; focusing on resolving difficult and complicated issues at the grassroots level that the people are concerned about.
Replicating models, typical examples of "Skilled mass mobilization"
Implementing the emulation movement "Skillful Mass Mobilization", in the period of 2021 - 2023, the whole province has registered to build and replicate 1,635 models and typical examples of "Skillful Mass Mobilization" in various fields. Of which, there are 451 "Skillful Mass Mobilization" models in the economic field, 878 models in the cultural - social field, the remaining models and typical examples are in the fields of national defense, security and Party building.
Models, typical examples of "Smart Mass Mobilization" in the economic field are built from pilot models, with support in seeds, capital, science and technology according to the motto "holding hands to show work", forming cooperatives, cooperative groups linked to production, directly acting as a bridge linking from production to product consumption, focusing on mobilizing people to boldly convert crops and livestock for high economic value. Many new models and good practices have been deployed, mobilizing the direct participation of people, creating more jobs, and increasing income for people. Typically, the model "Application of tray plating technology, machine planting in rice cultivation in Ninh Binh" deployed by the Department of Agriculture and Rural Development has contributed to reducing the rate of pests, herbicide costs, minimizing environmental pollution, increasing rice productivity by 5-10%, and increasing economic efficiency by 10-15% compared to traditional hand planting. The model has been applied in localities, accounting for 50% of the cultivated area in the whole province, gradually bringing mechanization into production, developing high-value, ecological, and sustainable commodity agriculture.
Or the model of "Raising deer for velvet antlers" in Ky Phu commune, Nho Quan district, which has brought in an income of 170 million VND/year, has been replicated in 2 communes in the district; the model of "Mobilizing people to accumulate land, convert ineffective crops to medicinal plants and distill essential oils" in Yen Thai commune, Yen Mo district; the model of "Developing aquaculture economy in low-lying areas" in Son Thanh and Van Phu communes (Nho Quan); the model of growing Japanese lotus combined with tourism development in many communes in Hoa Lu district... The effectively implemented models have helped many localities turn disadvantages in natural conditions into advantages, exploiting the potential and efficiency of land and human resources, and increasing people's income.
Models and examples of "Skillful Mass Mobilization" in the cultural and social fields have also been effectively implemented, with many creative approaches. From there, the strength of the entire political system and society has been mobilized to participate in building, preserving and promoting national cultural identity, building cultural families, agencies, units and residential areas, gradually eliminating backward customs, raising awareness of environmental protection, implementing civilized lifestyles in weddings, funerals and festivals; urban civilization, tourism civilization.
In particular, the emulation movement "Skilled mass mobilization" in building advanced new rural areas and model new rural areas has been focused on and directed by the Steering Committees of the emulation movement "Skilled mass mobilization" at all levels. Thanks to the promotion of propaganda, mobilization and "skillful mass mobilization", people have unanimously contributed their efforts and intelligence to complete the criteria. Up to now, 8/8 districts and cities in the province have met the standards and completed the task of building new rural areas; 100% of communes in the province have met the new rural standards, of which 25% of communes have met the advanced new rural standards, nearly 12% of communes have met the model new rural standards, and over 330 villages and hamlets have met the model new rural standards. It can be affirmed that the emulation movement "Skillful Mass Mobilization" in the province in the period of 2021 - 2023 has truly entered social life, has had a profound influence, has become an emulation movement of the entire political system and has received the sympathy and response of all classes of people. After more than 2 years of implementation, the Steering Committees at the commune and district levels have conducted surveys, appraisals, reviews and issued decisions to recognize nearly 2,000 models, typical "Skillful Mass Mobilization", over 1,000 typical collectives and individuals have been commended by the People's Committees at all levels.
