Bringing policy-based credit closer to the people.

With the motto "service at home, disbursement at the commune level," policy credit activities are becoming increasingly effective.

Policy credit has contributed to helping tens of thousands of poor households and other social policy beneficiaries access preferential loans to develop their livelihoods and stabilize their lives.

Close to the people, attentive to their needs.

From the beginning of 2026, the Government issued Decree 06/2026/ND-CP, implementing the model of the Board of Representatives of the Social Policy Bank at the commune level. This is not only a change in organizational structure but also marks an important shift in policy credit management, bringing operational activities closer to the grassroots.

According to regulations, the Chairman of the People's Committee at the commune level decides on the establishment of the Commune-level Board of Directors' Representative Committee and serves as its chairman. Members include representatives from the Fatherland Front Committee, local specialized departments, and the head of the Social Policy Bank branch.

When the representative committee is located at the commune level, the processes of reviewing eligible recipients, verifying documents, allocating quotas, and conducting inspections and monitoring are more realistic, ensuring that funds reach the right recipients and minimizing discrepancies in implementation.

In Hai Phong , the implementation of Decree 06 has been rapid and coordinated. To date, 100% of communes, wards, and special zones have established Boards of Representatives of the Social Policy Bank at the commune level, creating a credit management network covering the entire area.

Mr. Pham Van Minh, Chairman of the People's Committee of Hung Dao Ward and Head of the Representative Board of the Social Policy Bank in the ward, believes that the establishment of the representative board contributes to improving the effectiveness of policy credit in the area. Members need to closely adhere to their assigned tasks, strengthen inspection and supervision, promptly resolve difficulties, and ensure that capital is disbursed correctly and to the right beneficiaries.

Sharing the same view, Ms. Pham Thi Thanh Van, Chairwoman of the People's Committee of Hai Duong Ward and Head of the Representative Board of the Social Policy Bank in the ward, emphasized that the representative board plays an important role in improving the effectiveness of policy credit at the grassroots level, contributing to sustainable poverty reduction and ensuring social security.

According to Ms. Van, the representative board needs to focus on improving the effectiveness of leadership and management; implementing credit openly and transparently; strengthening coordination with socio- political organizations; linking policy credit with livelihood development and guiding people to use capital effectively.

Along with organizational restructuring, the city requires commune-level authorities to proactively review eligible beneficiaries, create favorable conditions for people to access capital, and strengthen inspection and supervision. The commune-level representative board thus becomes a direct bridge between policy and the people, between capital sources and practical needs.

Actual effectiveness

According to Mr. Vu Tuan Hung, Deputy Director of the Social Policy Bank of the city, the establishment of commune-level representative boards is of great importance in managing and operating policy credit activities in the area. This is a sound policy aimed at bringing policy credit closer to the people, promoting the role of local Party committees and authorities in poverty reduction, job creation, and ensuring social security.

Previously, compiling loan needs relied heavily on reports from various organizations. Now, the commune-level representative board directly reviews each household and their specific needs, helping to allocate funds more realistically and reducing situations where some areas lack funds while others have not fully disbursed them.

In addition, the system of 370 commune-level transaction points continues to be an "extension" of policy credit. When combined with the commune-level representative boards, these transaction points not only handle procedures but also become centers for coordinating, monitoring, and providing feedback on policies right at the grassroots level.

One notable point is that inspection and supervision have shifted from "post-inspection" to regular monitoring. The commune-level representative board proactively develops plans to inspect and monitor the use of funds, promptly detecting and addressing risks.

In the first quarter of 2026, the total policy credit capital in the city reached over 15,482 billion VND, an increase of 8.3% compared to the beginning of the year; outstanding loans reached over 15,444 billion VND, with the overdue loan ratio accounting for only 0.05% of the total outstanding loans.

In the first three months of the year, 18,424 poor and near-poor households and other policy beneficiaries accessed preferential loans. Policy credit funds contributed to creating jobs for more than 12,000 workers; and supported the construction of thousands of clean water projects and social housing.

This demonstrates that when management is closely integrated with the grassroots level, credit quality not only increases in scale but also ensures safety and efficiency.

In the coming period, the City's Social Policy Bank will continue to coordinate with localities to support commune-level representative boards in perfecting operational procedures, improving management capacity, and promoting the application of technology in credit management.

More importantly, preferential capital will be allocated to the right recipients, closely aligned with actual needs and linked to the specific livelihoods of the people. Through this, policy credit will not only be a source of support but also become a driving force for socio-economic development at the grassroots level.
