Maintaining stable teaching and learning needs after rearranging public service units in the Education sector

According to the newly issued Project on rearranging public service units, state-owned enterprises and administrative organizations under departments, branches and sectors of Hung Yen province in the period of 2025 - 2030, it is expected that after the rearrangement, the province will have 8 secondary schools, colleges and universities.

At the same time, the province maintains public kindergartens and primary schools under the People's Committees at the commune level to ensure stable teaching and learning needs in the context of strong local development of modern industry and rapid increase in mechanical population.

Hung Yen province has 1,167/1,352 public service units in the education sector; of which 1,083 are kindergartens, primary schools, and secondary schools under the People's Committees at the commune level. To implement the Project, the province has had specific roadmaps, thereby arranging and streamlining the organizational apparatus, improving state management of public service units, ensuring effective, efficient and effective operations.

For public service units under the Department of Education and Training, the province will maintain the model of 54 schools (including high schools, middle schools and high schools) and 1 specialized education school; maintain 16 vocational education - continuing education centers. Before December 15, 2025, the province will establish the Hung Yen Vocational Education - Continuing Education Center, Thai Binh Vocational Education - Continuing Education Center on the basis of merging the following units: Hung Yen Continuing Education Center with Pho Hien Vocational Education - Continuing Education Center, Thai Binh Continuing Education Center with Thai Binh Vocational Education - Continuing Education Center. By 2028, the province will transfer Quach Dinh Bao Primary School, Middle School and High School, currently under Thai Binh Pedagogical College, to the Department of Education and Training.

For 8 colleges and universities under the Provincial People's Committee and 3 intermediate schools under the Department of Agriculture and Environment, Department of Construction, Department of Education and Training, the province will carry out step-by-step arrangements with separate roadmaps; in which there are schools that receive additional functions and tasks from other schools, ensuring similarities and avoiding overlap.

After the reorganization, Hung Yen province is expected to have 8 secondary schools, colleges and universities. Of which, 3 schools including Thai Binh Pedagogical College, Hung Yen Pedagogical College and Thai Binh University are public service units in the field of education and training; 5 schools including Thai Binh Medical College, Hung Yen College of Culture and Arts, Hung Yen College, Secondary School of Transport, Thai Binh Secondary School for the Disabled are service units in the field of vocational education. In addition, the province builds a roadmap for financial autonomy of secondary schools, colleges and universities in the area. The goal by 2030 is that these units must ensure complete financial autonomy, self-guarantee regular and investment expenses. If the schools cannot implement the roadmap for financial autonomy, they will have to be reviewed and reorganized.

According to the Project approved by the People's Committee of Hung Yen province, by 2028, when the standards of higher education institutions have been ensured, the province will merge Thai Binh Pedagogical College and Hung Yen Pedagogical College into Thai Binh University and change its name to Hung Yen General University.
