The Council of Trade Ministers of the European Union member states recently approved amendments to the Generalized System of Preferences (GSP) for developing countries. The new regulations continue to facilitate the entry of goods into the EU market, but tighten conditions regarding labor, environment, governance, and cooperation on migration.

This development shows that the EU is increasingly linking trade to sustainable development standards, an issue that businesses exporting to the EU, including Vietnam, need to monitor.

According to the Council of Trade Ministers of the European Union member states, the Generalized System of Preferences (GSP) is a mechanism that allows developing countries to reduce or be exempt from tariffs when exporting goods to the European market.

With the revised regulations, the EU will strengthen its monitoring of the implementation of international commitments on labor rights, environmental protection, climate change, and good governance. In cases of serious violations, the EU may apply a faster procedure to suspend trade preferences.

For the first time, the EU also included cooperation on migration and the repatriation of citizens within the GSP framework. In addition, safeguard mechanisms were strengthened to protect EU producers if imports from beneficiary countries surged, including a separate mechanism for rice.

For Vietnam, trade with the EU is currently primarily governed by the Vietnam-EU Free Trade Agreement (EVFTA). However, this change is still noteworthy as it reflects a general trend in the EU: market access is increasingly accompanied by higher requirements regarding labor, environment, and supply chain transparency. The new regulations will be applied from January 1, 2027.

The European Union is using its trade policy not only to open markets, but also to promote sustainable development standards. For businesses exporting to Europe, including Vietnam, the ability to meet these standards will become increasingly important.
