The signing ceremony of the United Nations Convention against Cybercrime ( Hanoi Convention ) will take place in Hanoi on October 25 and 26, 2025.

The signing ceremony of the United Nations (UN) Convention against Cybercrime in Hanoi added that nearly 100 countries and more than 100 international and regional organizations have confirmed their participation.

In addition to the opening and closing sessions, the signing ceremony will include plenary discussions, signing sessions, high-level discussions, roundtable discussions and related events.

This is an important milestone when for the first time Vietnam is the host to open a signing of a United Nations convention, in the current context where the issue of combating cybercrime is of particular concern. Cybercrime groups are changing from small, simple attacks to highly organized, international attacks, attacking key systems of countries and important businesses in the economy. Cybercrime is also becoming more complex, especially crimes that are collusion and related between countries.

The signing ceremony is proof that Vietnam is a very responsible host country; a friend, a reliable partner, an active and responsible member of the international community; ready to contribute to world peace, stability and development; and comply with the United Nations Charter and international law.

The signing ceremony was themed "Combating Cybercrime - Sharing Responsibility - Looking Forward". The Convention, consisting of 9 chapters and 71 articles, is the result of nearly 5 years of continuous and prolonged negotiations among member states, aiming to build a comprehensive multilateral legal framework to combat cybercrime.
