Specifically, EVN said that 52/85 transitional renewable energy projects (total capacity of about 3,155 MW, accounting for 67%) have sent documents to the Electricity Trading Company (under Vietnam Electricity Group) to negotiate electricity prices and power purchase contracts.
Of these, 36 projects have proposed a temporary price equal to 50% of the ceiling price of the price frame according to Decision No. 21 dated January 7, 2023 of the Ministry of Industry and Trade , of which 19 projects (or part of the project) have had their temporary prices approved by the Ministry of Industry and Trade and signed a power purchase agreement (PPA).
In addition, 16 projects have been connected to the grid and are being tested; 19 projects have been accepted by competent State management agencies for the entire plant/part of the plant; 17 projects have been granted electricity operation licenses for the entire plant/part of the plant.
Thus, there are still 33 power plants with a total capacity of 1,581 MW that have not submitted negotiation documents (accounting for about 33%).
There are still 33 transitional renewable power projects that have not submitted documents for price negotiation.
Previously, on the afternoon of May 25, in an official dispatch sent to EVN, local People's Committees, Department of Industry and Trade, Electricity Regulatory Authority, Electricity and Renewable Energy Authority..., it was requested to implement the conclusion of Deputy Prime Minister Tran Hong Ha on negotiating temporary prices to soon put the transitional power plants into operation. It emphasized that projects with temporary prices should be promptly put on the grid; transitional renewable power projects with temporary prices should be promptly signed for purchase and sale contracts, reviewed procedures and also soon put on the grid.
Speaking to Thanh Nien Newspaper, the leader of the Electricity Regulatory Authority (Ministry of Industry and Trade) said that currently the national power system, especially the Northern power system, is in the peak of the dry season, operating in a very difficult situation, due to high system load, continued poor water flow to hydropower plants, and many difficulties in fuel for coal-fired thermal power plants. Therefore, the Ministry of Industry and Trade has directed EVN to increase the mobilization of available power sources to supplement the national power system, and at the same time urgently negotiate and mobilize renewable energy power plants to transition to increase the capacity of the power system.
In addition, the Ministry has also directed EVN to accelerate the construction and operation of transmission grid projects, especially key transmission grid projects, grid projects to release capacity of renewable energy sources, and grid projects serving electricity import connection to ensure maximum efficiency of imported electricity output according to signed contracts/agreements.
